Director of Plan Management and Carrier Relations
The Director of Plan Management and Carrier Relations leads the Health Connector's work collaborating with health insurance carriers. The Director is responsible for the oversight, management, and strategic direction of the insurance products that comprise the Health Connector's health and dental coverage programs for individuals and small businesses. The Director will develop and implement product strategies that center affordability and value for members, with a special focus on the ConnectorCare state subsidy program. Specifically, the Director is responsible for the annual “Seal of Approval” plan certification process, management of the design of the ConnectorCare program, including its plan availability and pricing, and coordinating carrier-facing work across the agency, among other important projects.
Reporting to the Chief of Policy and Plan Management, the Director will manage a variety of efforts to support the Health Connector's mission of providing high-value health coverage to residents of the Commonwealth.
General Responsibilities
- Designing, implementing, and overseeing the annual Seal of Approval plan certification process, which instructs carriers on requirements that they and their health or dental plans must meet to be approved for sale through the Health Connector, specifically with a focus on equity
- Designing and monitoring the ConnectorCare program, including issuer selection, pricing strategies, issuer geographic availability, and member experience with plans
- Analyzing market data to identify risks to Health Connector program stability and opportunities for program improvement
- Overseeing plan management activities including quality assurance, plan loading, testing, and sharing information internally for use by other departments
- Regularly engaging with carrier partners, the Division of Insurance, MassHealth (Massachusetts's Medicaid agency), and other external partners to maintain collaborative working relationships
- Coordinating Health Connector program strategies with those of other agencies to increase effectiveness and streamline operations for carriers working with multiple agencies
- Supervising plan management and carrier relations staff
- As needed, supporting other Health Connector initiatives
Experience & Qualifications
- At least seven to ten years experience, including business/functional analysis, policy analysis and project management experience; knowledge of ACA rules around Exchanges strongly preferred
- Experience working with the Health Connector's population or similar populations preferred
- Deep knowledge of Massachusetts's merged non-group and small group insurance market; experience and expertise in Affordable Care Act policies preferred
- Systems-thinker that creatively approaches challenging problems
- Ability to manage competing priorities as a self-starter in a fast-paced environment
- Strong oral and written communication skills, proficient in summarizing complex issues to internal and external stakeholders who have varying levels of knowledge on the topic at hand.
- Ability to work independently and as part of a team, focused on delivery of a variety of projects with tight timelines
- Collaborative manager who is effective at helping staff grow
- Comfortable and effective working with culturally diverse groups of individuals, and able to successfully manage the dynamic and differing needs, interests and viewpoints of multiple stakeholders.
- All Health Connector employees are required to provide satisfactory proof of eligibility to work in the United States.
- The Health Connector is operating on a hybrid work arrangement with 2 days in the downtown Boston office and 3 days working from home.
- Employee may be requested to work an extended day and weekends to meet deadlines.

The Commonwealth Health Insurance Connector Authority (Massachusetts Health Connector) is an independent public authority serving as the Affordable Care Act (ACA)-compliant marketplace for the Commonwealth.
