THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $120,000 - $130,000.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES*

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

Within the division of Policy, Planning and Measurement, the Provider Agency Measurement System Unit (PAMS) team is responsible for conducting comprehensive annual case record evaluations of all foster care and preventive services programs serving New York City s children and families. The Director of Prevention PAMS directs and manages ACS evaluation of prevention provider agency practice quality, including in the areas of assessment, engagement, and services, and assesses whether practice reflects city and state priorities and requirements. These reviews are designed to ensure accountability and promote learning for ACS and provider agencies.

The biannual PAMS reviews include extensive, structured reviews of case records through CONNECTIONS and other systems of record and on-site. Performance on the PAMS reviews is scored, compiled, and used in the annual Provider Scorecard issued for each program. PAMS reviews identify major gaps in practice which are immediately flagged for corrective action by the provider, as well as provider agency strengths.

The Director of Prevention PAMS is responsible for the following specific duties:

- Oversee all aspects of Prevention PAMS, including supervision of review teams, scheduling, data analysis, instrument development and modification.

- Provide candid and constructive feedback to managers and staff.

- Conduct training of unit staff and develop an environment that encourages learning and professional development.

- Produce program level scores for each foster care provider agency within established timelines, and performance summary reports as needed.

- Maintain and continually work to improve systems implemented to produce accurate program levels scores.

- Support and promote efforts to increase utilization and understanding of data by providers and other stakeholders to improve performance.

- Provide leadership for and coordinate work with stakeholders to refine the data collection instruments to reflect agency procedures, standards, and goals in quality case practice, including by leading revisions to the review instrument that reflect changes in requirements, in collaboration with other ACS divisions.

- Serve as primary contact to provider community on issues related to Scorecard and its processes; and represent interests of the unit, division, and agency in internal and external forums.

- Attend regular monthly meetings with provider community.

- Perform all administrative duties including supervision, performance evaluations and personnel matters.

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to 1 above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in 1 above.
