Minimum Qualifications Bachelor's degree in criminal justice or a related field AND eight years of experience working in a probation department or probation oversight agency, three years of which must have been as a probation director, probation deputy director, probation supervisor, manager, or other supervisor position. Experience must include a knowledge of probation regulations, probation investigations and supervision, managing projects and initiatives related to probation, alternatives to incarceration programs, and other community correction programs. Experience must also include a knowledge of evidence-based practices in community supervision.

Substitution: A master's degree in criminal justice or a related field can be substituted for one year of the required experience

* A Master's degree or JD may substitute for one year of specialized experience.

* Ph. D. may substitute for two years of specialized experience.

Duties Description Under the direction of the Executive Deputy Commissioner, the Director of the Office of Probation and Correctional Alternatives (OPCA) within the Division of Criminal Justice Services (DCJS) will serve as a Deputy Commissioner and oversee probation services and other community corrections programs (e.g., Alternatives to Incarceration), technical assistance, and training to probation departments and community-based organizations in 57 counties and New York City. This executive role also oversees the funding for county-based Re-entry Task Forces and the regulation of New York State's ignition interlock program, as well as the interstate transfer of probationers and parolees.

Commissions: The Director chairs the New York State Probation Commission, serves as the State Probation Director Commissioner/Compact Administrator for New York's participation in the Interstate Compact for Adult Offender Supervision, and chairs the New York Council of the Interstate Commission for Adult Offender Supervision.

Specific Duties:

* Oversee staff and direct the mission of the office

* Oversee development of OPCA annual budget and spending plan

* Manage pre-internal review and internal review processes

* Oversee execution of OPCA contracts, memoranda of understanding (MOUs), and Letters of Agreements

* Supervise and support correctional alternative programs and resources throughout New York State (e.g., Alternatives to Incarceration)

* Oversee the administration of the County Re-entry Task Forces and similar re-entry programming

* Standardize the implementation and use of assessment(s) of probationer risks and needs to support successful supervision and rehabilitation

* Improve probation case management and reporting services and resources

* Provide clients'/users' (e.g., probation departments, community-based organizations) perspective on technology-based technical assistance and other information technology projects in the probation and community corrections field

* Ensure pre-trial services funding is distributed equitably and used for intended purposes, in accordance with state policy and best practice

* Facilitate communication and coordination among, and between, correctional alternative programs and probation services to assist in making effective use of such programming

* Promote the use of Alternatives to Incarceration as consistent with the public interests of justice and safety

* Provide specialized training to public safety practitioners (e.g., community supervision personnel, community-based workers) to address current demands

* Deploy mandated and requested training developed through research and informed by evidence and data

* Strengthen the screening and management of sex offenders on probation

* Promote the probation and correctional alternatives response to domestic violence

* Provide assistance in managing efforts to prevent and reduce impaired motorists (e.g., supervision and conditions of supervision for DWI offenders)

* Advise and assist with public information and outreach to effectively communicate agency priorities, achievements, and impact

* Represent the agency at various meetings, events, and conferences, as needed

* Travel throughout New York to probation departments and other organizations, as required
