Director of Procurement, Central Office

The Department is the single agency for all pre-trial detained and adjudicated/committed youth. DYS serves young people as young as 12, but most are 15-21 years of age. Approximately half of the committed population are served in DYS residential programs, and the other half served in the community.

The Director of Procurement is responsible for managing the daily operations of the agency's procurement of goods and services for clients resulting in more than 100 contracts and totaling $100 million in purchase of service (POS) contracts and other non-POS contracts for goods and services annually.

This position is responsible for coordination of all phases including the needs identification, development of the RFP/RFQ, and scheduling, oversight, and management. In addition, this position is responsible for coordination with all oversight agencies regarding procurement processes, policies, rules, and regulations. The Director of Procurement must be accountable for assuring that all phases of the procuring services and goods conform to all applicable laws, rules, and regulations of the state and federal governments.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Oversee the development of specifications for and award of procured goods and services.
  • Ensure compliance of DYS's procurement and purchasing activities with laws, regulations, policies, and practice guidance issued by EOHHS, Operational Services Division, the Office of the Comptroller, and Supplier Diversity Office (SDO), and other entities as applicable.
  • Act as liaison to oversight agencies and other state agencies and entities regarding procurement issues and processes.
  • Coordinate applicable training for and activities of all procurement staff in central office and other individuals who participate in procurement management teams.
  • Assist the CFO in developing the Internal Control Plan. Coordinate quarterly Fraud, Waste, and Abuse Prevention meetings.
  • Act as COMMBUYS administrator for DYS.
  • Other duties, as assigned.

  • Ability to develop and implement a process with the necessary components in the most efficient way possible.
  • Ability to understand and weigh alternatives to make the most appropriate decision.
  • Ability to effectively build and maintain relationships to work collaboratively with peer staff and external stakeholders.
  • Ability to provide clear, concise oral and written communication involving complex issues.
  • Ability to analyze and determine the applicability of program and financial data, draw conclusions, and make appropriate recommendations.
  • Time-management and organizational skills, including the ability to manage multiple tasks and prioritize work of yourself and others.
  • Supervisory skills to manage highly skilled staff.
  • Knowledge of Massachusetts state finance laws/rules/regulations.
  • MINIMUM ENTRANCE REQUIREMENTS:

    Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

    Substitutions:

  • A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  • A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
  • A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
  • A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
