Job purpose
The primary responsibility of the Director of Procurement is to oversee the enterprise-
wide procurement by developing a strategic approach to the corporate procurement and
material management processes for the purchase of direct materials, equipment and
services. Through collaborative communication between facilities and in coordination
with each General Manager and their leadership team and our existing and potential
suppliers, this person will review and revise current policies and procedures, continue
items that have worked, and recommend new programs to lead Conrad forward to
reduce project risk and cost.
This position is part of the Procurement department and reports to the VP/CFO.
Responsibilities
Organizational and Strategic Planning
Develop and implement a comprehensive procurement strategy aligned with
Conrad Industries' overall business objectives.
Fulfill the role of procurement and materials management subject matter expert
(SME) by advising management and all personnel involved in sourcing,
purchasing, and materials management.
Conduct market research and identify new supplier opportunities to enhance cost
competitiveness and quality.
Analyze spending data and identify areas for cost reduction and process
improvement.
Establish and maintain robust supplier relationships, negotiating contracts and
terms to maximize value.
Develop and implement risk management strategies to mitigate supply chain
disruptions.
Manage procurement budgets and ensure compliance with company policies and
regulations.
Stay abreast of industry trends and best practices in procurement, continuously
improving the department's effectiveness.
Lead the development and implementation of procurement technology solutions. Stay abreast of all critical leading indices and current events, which provide
indications of potential market shortages, surpluses, and other movements for
which to hedge against or leverage.
Work with the Senior Management Team and General Managers to develop
annual Procurement goals and objectives.
Identify continuous improvement initiatives to improve material, equipment and
service quality, reduce cycle times, risk, and cost in support of the company's
profitability goals.
Annually analyze approved vendors to ensure the right level of contingency for
each critical material, equipment, and service is covered and vendors with quality
and/or performance issues are managed appropriately.
Operational:
Oversee all aspects of the procurement process, from sourcing and negotiation
to order placement and delivery.
Manage a team of procurement professionals, providing guidance, training, and
performance evaluation.
Establish and enforce quality standards for all purchased materials and services.
Manage and optimize inventory levels to minimize carrying costs while ensuring
sufficient stock for production.
Communicate with the leadership of engineering, program management,
estimating, project management and operations to ensure smooth supply chain
operations.
Monitor and track key performance indicators (KPIs) related to procurement
costs, lead times, and quality.
Prepare and present reports on procurement activities and performance to the
VP/CFO and senior management.
Lead by example, encourage, promote and expect a strong safety culture from all
co-workers.
Assume full leadership responsibility for all procurement and material
management systems and compliance to all company policies, procedures and
related federal and state laws.
Provide input/advise, as requested, on procurement and materials management
training for Conrad employees.
Participate in any supplier source inspections and audits as required.
Support business development with all procurement related bid action items.
Be a resource to the Client and their operations leadership to support their project
material cost control success. Perform other duties as assigned

Working knowledge of Oracle ERP systems, Project Management software and

Qualifications
Minimum 10 years of experience in procurement management, with a proven and
progressive track record of success in a manufacturing environment.
Strong negotiation, communication, and interpersonal skills.
Demonstrated ability to lead and motivate a team.
Excellent analytical and problem-solving skills.
Proficient in procurement software and systems.
Understanding of lean manufacturing principles and cost reduction strategies.
Strong financial acumen and understanding of cost accounting principles.
Knowledge of ISO 9001:2015, Uniform Commercial Code (UCC), commercial
contract procurement, state contract procurement, and Department of Defense
(DoD) procurement requirements is a plus.
Working knowledge of international shipping concepts covered by INCOTERMS.
APICS Certified Production and Inventory Management (CPIM) or Certified
Supply Chain Management (CSCP) certification is a plus.
Knowledge of ITAR and DFAR, FAR requirements
Bachelor's degree in Business Administration, Supply Chain Management or
related field, preferred but not required
