DISCOVER THE OPPORTUNITY TO

* Serve as a key member of the agency leadership team;

* Prepare and manage the agency's budget;

* Evaluate programs and perform fiscal review of grants and contracts administered by the agency;

* Advise executive management on spending trends and resource use and provide reports and recommendations;

* Act as a liaison with Office of Policy and Management and other key stakeholders in budgetary matters;

* Ensure all state and federal laws, regulations and statutes are adhered to in managing state and federal funds;

* Oversee the fiscal and mailroom staff of the Management Support Services Division directing and coordinating a variety of administrative functions such as personnel, payroll, and purchasing.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for directing program compliance evaluation and fiscal review for all grants and contracts administered by the agency.

EXAMPLES OF DUTIES

* Directs staff and operations of the section including program evaluation and fiscal review of grants and contracts administered by the department;

* Coordinates, plans and manages section activities;

* Formulates program goals and objectives;

* Develops or assists in development of related policy;

* Interprets and administers pertinent laws;

* Evaluates staff;

* Prepares or assists in preparation of section budget;

* Maintains contacts with individuals within and outside of section who might impact program activities;

* Directs compliance and fiscal auditing of ongoing grants and contracts as well as review of new grants and contracts;

* Directs evaluation of grant programs to review effectiveness and determine appropriateness of subsequent funding;

* Leads the recruitment and hiring of staff, including outreach, interview and selection;

* Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

* Considerable knowledge of

* and ability to apply management principles and practices;

* apply relevant state and federal laws, statutes and regulations;

* principles and practices of grant and contract administration including program and fiscal evaluation;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a combination of public administration and fiscal administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity over professional staff.

NOTE:

* Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards.

* For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

* College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

* A Master's degree in business administration, public administration or public health may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

* Experience developing, preparing and managing agency biennium budgets.

* Experience administering federal and other restricted grant funds.

* Experience and ability to work with PeopleSoft/Core financial modules.

* Experience independently developing and preparing monthly financial reports.

* Experience applying principles and practices of public administration.

* Experience with responsibility for an agency's fiscal responsibilities regarding governmental budget management and accounting.

* Experience using Microsoft Excel to create complex spreadsheets with formulas and pivot tables.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
