Division/Program Summary Description:

The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration. Position Summary:

The Director of Provider Oversight manages the Provider Oversight Unit, which is responsible for monitoring the performance of more than 150 contracted provider agencies. The Unit has two primary functions: Compliance Auditing and Investigations and Special Projects. Reporting to the Director of Administration and Data.

Job Duties and Responsibilities:

Oversee an Assistant Director who supervises staff in the performance of regular provider compliance audits and other provider monitoring activities

imposition of corrective action plans

Directly supervise two staff in investigations of provider issues and fraud detection, as well as special projects in related areas, including interviewing, note review, and data analysis;

Develop tools and standards for auditing and investigations to reflect changes in State regulations, guidance, and local policy

Serve as the Bureaus lead on all matters regarding response to provider noncompliance, fraud and poor performance;

Serve as a senior member of Bureau leadership, collaborating closely with Regional Directors and the Director of Technical Assistance, and providing a compliance/fraud detection perspective on provider and service issues

Coordinate with the Bureaus Senior Leadership to identify compliance and performance issues with individual agencies and impose performance improvement requirements.

Preferred Skills:

Excellent managerial, supervisory, and communication skills. Strong writing skills, experience drafting recommendations and policies, and familiarity with reviewing data and summarizing findings. The ability to quickly learn an extensive body of regulation, law and policy. Experience with compliance measures and auditing, preferably including Medicaid. Understanding of program evaluation, performance measurements, quality improvement, and/or performance standards for contractors. Ability to work with colleagues across a range of disciplines and clearly explain audit and compliance concepts and data. Knowledge of the NYS Early Intervention Program, and/or early childhood health, education and/or service systems, is a plus.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in 1 above.
