ANAHEIM UNION HIGH SCHOOL DISTRICT CLASS TITLE: DIRECTOR OF PURCHASING and CENTRAL SERVICES BASIC FUNCTION: Under the direction of the Assistant Superintendent of Business Services, plan, coordinate, organize, direct and control the purchasing and warehouse operations of the District; recommend improved procurement policies; coordinate inventory and disposition of District property; supervise and evaluate the performance of assigned personnel. REPRESENTATIVE DUTIES: Plan, coordinate, direct, supervise and control the purchase, receipt, storage, and distribution of products, supplies, services and equipment in accordance with established District purchasing policies; assure compliance with legal requirements of the State and the federal government codes. E Participate in the development of commodity standards and specifications; recommend improved procurement policies; plan and implement automated record-keeping, reporting and related controls; establish commodity standards committees. E Direct the methods of receipt, storage and issuance of standard stock at the District Warehouse and the distribution operations; plan activities related to the operation of a central receiving and central standard stock warehouse. E Provide or coordinate staff training; evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; work with employees to correct deficiencies. E Develop and prepare the Purchasing and Warehouse Department section budget; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; direct the forecast of funds needed for staffing, equipment, materials and supplies; implement mid-year adjustments. E Establish dates for legal advertisement of bids, publicly open bids and present to interested bidders; analyze bids for compliance with specifications, value and recommendation of award; assure completeness, correctness and clarity of bid specifications; write complex bid specifications; supervise the follow-up of purchases not delivered as per bid specification or at time specified. E Make recommendations to purchasing party concerning standardization of equipment and supplies. E Provide technical expertise, information and assistance to the Assistant Superintendent regarding assigned functions; assist in the formulation and development of policies, procedures and programs; advise the Assistant Superintendent of unusual trends or problems and recommend appropriate corrective action. E Coordinate the master purchasing calendar and assure purchasing dates are met. E Develop and implement departmental regulations, forms and procedures for efficient and effective purchasing and warehouse operations and work flow; review and evaluate work products, methods and procedures; work with other department heads and staff to determine long-range needs. E Prepare reports on bids; secure prices as an aid in budget preparation; secure oral or written quotations; initiate internal and external tests of materials as necessary; review contractual purchasing for legal requirements. E Schedule and review an annual physical inventory of warehouse stock; determine storage space requirements and optimum stock quantity; direct the transfer, storage and/or reissue of surplus furniture and equipment. E Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities and personnel. E Communicate with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information. E Operate a computer and assigned software programs; operate other office equipment as assigned; drive a vehicle to various locations as needed. E Attend Board and other meetings as assigned and make presentations; serve on assigned committees; maintain current knowledge of and interpret legal codes and advise District staff on contract law and applications. E Perform related duties as assigned. KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Planning, organization and direction of the Purchasing and Warehouse functions of the District. Principles, methods, practices and procedures of purchasing and warehouse. Sources of supply, commodity markets, marketing practices and commodity pricing methods and discounts. Warehousing procedures, material handling, inventory control and distribution. Budget preparation and control. Oral and written communication skills. Principles and practices of administration, supervision and training. Applicable laws, codes, regulations, policies and procedures. Operation of a computer and assigned software. Interpersonal skills using tact, patience and courtesy. Report preparation techniques. Public speaking techniques. ABILITY TO: Plan, organize and administer the Purchasing and Warehouse functions of the District. Prepare clear specifications in accordance with established procedures and format. Supervise and evaluate the performance of assigned staff. Interpret market prices and trends. Plan and schedule buying activities for greatest efficiency and service. Communicate effectively both orally and in writing. Interpret, apply and explain rules, regulations, policies and procedures. Analyze situations accurately and adopt an effective course of action. Meet schedules and time lines. Work independently with little direction. Plan and organize work. Prepare comprehensive narrative and statistical reports. Direct the maintenance of a variety of reports and files related to assigned activities. Prepare and present oral reports. EDUCATION AND EXPERIENCE: Any combination equivalent to: bachelor's degree in business administration or a related field and five years of responsible experience in purchasing a large variety of equipment and supplies including two years of administrative and supervisory responsibility. LICENSES AND OTHER REQUIREMENTS: Possession of a valid, appropriate California driver's license at time of appointment, and throughout employment in a position in this classification. Proof of current California auto liability insurance at time of appointment, and throughout employment in a position in this classification. Personal transportation for job-related travel throughout the District. WORKING CONDITIONS: ENVIRONMENT: Office environment. Driving a vehicle to conduct work. PHYSICAL DEMANDS: Hearing and speaking to exchange information and make presentations. Dexterity of hands and fingers to operate a computer keyboard. Seeing to read a variety of materials. Sitting or standing for extended periods of time.
