Job Overview

  • This position is responsible for shaping and overseeing the Authority's real estate tax credit programs, most notably the Aspire program, and the portfolio of real estate projects that fall under them.
  • These programs are the state's primary vehicle to support larger-scale commercial, anchor institution sponsored and residential real estate projects under the Economic Recovery Act of 2020.
  • The ideal candidate must be a self-starter, problem solver and collaborator, able to prioritize and juggle a large portfolio of projects, and have tax credit financing, supervisory and program management experience.

Salary: $111,792 - $139,740

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a manager's approval. This program does not supersede the New Jersey First Act , which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.

Duties

Daily Tasks and Responsibilities:

  • Tasks staff for consistent and timely reporting, memorandums, reports, lead generations and other ad hoc requests while assuring accuracy.
  • Serves as EDA real estate tax credits expert to internal and external stakeholders.
  • Ensures program practices and processes are in compliance with EDA policies and guidelines and are consistently applied, applying and updating existing program rules and the writing of rules for new programs, when applicable.

Projects:

  • The current portfolio consists of:
    • Commercial and film studio projects
    • Residential mixed-use and mixed-income projects
    • Fully affordable housing projects
    • Arts and cultural facility projects

Goals and Objectives:

  • Success will be measured by the timeliness in bringing applications to the EDA board, number of applications approved by the EDA board, the ability to cultivate applications for each program, and the ability to handle complex applications.

Collaboration and Cross-Divisional:

  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative, and customer focused work environment among department, EDA staff and external customers and partners including federal, state and local agencies.
  • Leads intra-Authority efforts to facilitate program changes to ensure policies and procedures are current, that IT and CRM needs are satisfied, and public facing materials and/or applications are up to date.

Reporting Structure:

  • The position reports to the EVP, Real Estate Development and Programs.
  • The position provides a high degree of autonomy but key decisions will often require direction from senior leadership.
  • Must complete annual self-assessment as required.
  • Performs other duties and special projects, as assigned.

Skills and Qualifications

Technical Skills:

  • Knowledge of financing and tax credits in economic and community development.
  • Understanding of similar programs and services.
  • Experience in managing and cultivating a team and track record of successfully being able to multi-task and prioritize workflow.

Soft Skills:

  • Quality interpersonal and presentation skills and the ability to effectively interface with a broad range of audiences including senior management, business and industry partners, as well as individual customers and prospects.
  • Ability to prioritize workload, must be highly organized, detail-oriented and work independently within limited time constraints with little or no supervision.

Experience:

  • Seven to ten years of business experience, preferably in banking, community, financing, and/or real estate development.
  • Minimum of five years of supervisory experience.
  • Experience in program development and public policy development.
  • Advanced degree or industry specific certification may be substituted for 1 year of experience.

Education:

  • Bachelor's Degree in public policy, urban planning, business administration, finance or other relevant field.

Software/Tools Proficiency:

  • Ability to review and edit pro formas in Microsoft Excel.
  • NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.

Additional Information

  • Minimal physical demands and ability to work out normal business hours.
  • Travel expected when necessary for business operations.

Certificates and Licenses Required

  • Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
