FORT VALLEY STATE UNIVERSITY (FVSU), a state and land-grant institution of the University System of Georgia, invites applications for the position of Director of Risk Management, Safety, and Transportation. Fort Valley State University, the only 1890 land-grant university in Georgia, is a comprehensive institution that provides an education to over 2,800 students including graduate students. JOB SUMMARY: This position provides executive direction to the formulation and administration of Risk Management, Safety and Transportation and reports directly to the VP for Business and Finance. ESSENTIAL DUTIES/RESPONSIBILITIES:
  • Develop and oversee risk management, environment/occupational safety, emergency programs, and transportation to ensure the highest possible degree of safety and compliance for the campus community.
  • Monitor Risk Management, Safety and Transportation programs to ensure compliance with applicable federal, state, and local laws and regulations.
  • Develop and monitor programs related to occupational health, industrial hygiene, chemical, laboratory, biological, radiation safety, animal care and usage.
  • Assist with the development and maintenance of disaster preparedness plans and emergency operations plans.
  • Develop benchmarking criteria and collect performance data to monitor success and risk conditions associated with environmental safety.
  • Develop and implement programs dealing with the investigation and prevention of transportation and safety related accidents; risk management and loss control; workforce safety and emergency preparedness.
  • Conduct and coordinate all campus fire drills and exercises as well as all employee training as it relates to emergency management, including FEMA based and University specific training in preparation for disasters.
  • Work closely with local first responders and emergency management officials in response to campus-wide emergencies as necessary within the Incident Command System (ICS), including serving as the Manager of the University's Emergency Operations Center, which is used for campus emergency response.
  • Oversee and ensure the inspection and maintenance of the campus-owned and leased facilities (including residential facilities) of fire safety measures.
  • Provide guidance and support to various University executives, committees and councils related to governance and compliance regarding risk management, safety and transportation.
  • Administer and oversee the operating budget for Risk Management, Safety and Transportation.
  • Manage third-party fleet management contracts.
  • Serve as the University liaison with the State of Georgia (DOAS) Risk Management regarding insurance matters, surplus equipment, and vehicle acquisition.
  • Maintain and ensure current property values are reflected in BLLIP for insurance purposes.
  • Responsible for acquiring and maintaining an inventory of vehicles available for employee and student travel.
  • Direct and monitor internal procedures and management systems for control and utilization of motor pool vehicles and equipment.
  • Oversee vehicle motor pool and equipment maintenance, preventative maintenance programs, and parts inventory.
  • Maintain and ensure University compliance with Board of Regents policies and procedures, federal, state, and local laws and regulations (including DOAS, DOT, and FMSCA) related to risk management, safety, and transportation.
  • Participate in short and long-range departmental planning, capital outlay, and improvement projects.
  • Coordinate audits and ensure findings are addressed within 60 days audit report.
  • Perform related duties as assigned.
MINIMUM QUALIFICATIONS:
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Baccalaureate degree in a course related to the occupational field required or combination education and/or experience
  • Minimum of three years of experience working independently in safety and risk management field.
  • Minimum of two years of training experience in safety and risk management.
  • Ability to work weekends and flexible hours.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of Board of Regents policies and procedures, federal, state and local laws and regulations related to risk management, safety, and transportation.
  • Knowledge of Risk Management programs.
  • Knowledge of rules and regulations governing the university's environmental responsibilities.
  • Knowledge of policy and procedure development related to a motor vehicle pool to remain in compliance with DOAS.
  • Knowledge of supervisory principles and practices.
  • Knowledge in the development of relevant policies and procedures.
  • Skill in the operation of computers and job-related software programs.
  • Skill in decision making and problem solving.
  • Skill in interpersonal relations and in dealing with the public.
  • Skill in oral and written communication.
  • Skill in collaborating with diverse groups.
WORKING CONDITIONS
  • The work consists of varied duties regarding formulation and administration of risk management responsibilities. The variety of operations to be managed contributes to the complexity of the position.
  • The purpose of this position is to direct the university's risk management, public health, environmental protection, transportation, and compliance responsibilities. Success in this position contributes to the successful achievement of university goals.
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, bending, crouching or walking. The employee frequently lifts light objects.
  • The work is typically performed in an office. At times work will be performed outdoors with exposure to inclement weather possible. The employee could be subjected to fumes, odors, dust, gases, extreme temperatures, workspace restrictions, and intense noises. Work may require the use of protective masks, goggles, and gloves.
