Position Title: Director of Safety and Loss Prevention Employment Requirement Drug Test, Physical Capacity Test, Criminal Background Check Division/Department: Safety & Loss Prevention Location Albany Campus, Albany, OR Job Summary:
Manage safety and loss prevention services, provide strategic planning, and take action to address emerging issues. Ensure compliance with regulatory agency requirements and applicable laws, rules, policies, and issues. Provide emergency planning, training, and response for all campuses in conjunction with the Public Safety Coordinator. Manage and administer property and liability insurance programs, coverage, claims, and needs.

Education and Training:
* Requires a bachelor's degree plus equivalent of three years full-time directly related work experience; OR,
* Two years of college education plus five years full-time directly related work experience; OR,

* Must hold or be able to obtain an Oregon Department of Public Safety Standards and Training (DPSST) Executive Manager's license within 6 months of starting work.
Experience:

Physical Requirements and Working Conditions:
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:
Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Must be able to use a computer and communication effectively in person, over the phone, and in front of groups. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job. Periodic travel for meetings and training is required. Must stay in compliance with the College's driver's screening requirements.
Essential Duties:
* Supervise staff and ensure effective delivery of safety and loss prevention services. Plan, schedule, prioritize, assign, and review work. Conduct staff performance appraisals within agreed-upon timelines in conjunction with the Public Safety Coordinator. Manage and resolve employee performance issues. Maintain an OR DPSST Executive Managers license.
* Oversee the Campus Safety Office, including emergency response, escort services, handling of accidents, traffic control, crime, and/or accident/incident investigations and providing various services (first aid, switchboard, lost & found, keys, fax, etc.).
* Provide equity, diversity, and inclusion training for officers and supervisees. Recommend and assist in the implementation of annual goal setting.
* Manage and administer the college's safety and loss prevention programs on the Albany, Corvallis, and Lebanon campuses; oversee daily operations for delivery of services, provide leadership for long term strategic planning for programs, protocols, budgets, services, activities, initiatives, issues, and written communications.
* Oversee the campus access control system, issuing of keys, and compliance with the college's key/access administrative rules and access control systems. Provide strategic planning for security systems in conjunction with the Public Safety Coordinator and manage the contract with and relationship with LBCC's designated security integrator. Work with the IS department in regard to adding equipment and maintenance of systems.
* Manage and administer the college's emergency management and emergency incident response programs, including planning, training, quarterly drills, written emergency plans, collaboration with local emergency service providers and others. Manage evacuations, shelter-in-place, and other procedures and responses as appropriate and required.
* Oversee the college's Continuation of Operations Planning (COOP). Work with all departments and programs to obtain COOP planning information and facilitate plans for implementation as appropriate for the situation.
* Lead the Natural Hazard Mitigation Steering Committee in planning and maintenance of the FEMA Natural Hazard Mitigation Plan. Meet with the committee regularly for follow-up on plan action items. Ensure updating of the plan every five years with OR Emergency Management and FEMA.
* Lead the college's fire safety awareness and prevention planning, National Fire Protection Act code compliance, etc. Work with Facilities Director or assignee to ensure compliance with system testing, exit and egress requirements, lighting, signage, procedures, etc. Work with property insurance safety engineers, coordinate inspection and testing, and ensure compliance with all items.
* Ensure all required compliance plans, reports, tracking and procedures are complete, instituted correctly and in a timely manner. Provide strategic planning for a broader safety culture campus wide. Provide planning and training to assist in gaining staff cooperation with safety requirements and protocols. Work with Center Directors to ensure safety needs of Extended Learning Centers are met. Ensure printed materials and all safety office communications are sensitive, clear, current, and correct. Ensure regulated Safety Committee requirements are met.
* Manage and ensure college compliance with all OSHA and OR-OSHA safety, regulatory and statutory compliance issues including required written safety plans, protocols, staff and new employee training and procedures concerning safety and risk management to include oversight of accidents, hazard and safety inspection documentation process and compliance.
* Ensure complete and effective college-wide hazardous materials reporting, planning, protocols, handling and disposing including spill response. Oversee and ensure college compliance with all DEQ, Fire Marshal and EPA processes related to hazardous material handling, documentation, and all other safety and regulatory agency requirements.
* Manage and administer the college's property, liability insurance and other policies and implement safety practices and procedures and monitor that they are correctly used in the college departments/programs. Work closely with the agent of record to assess and ensure adequate and appropriate insurance and levels of coverage. Responsible for the annual renewal of the policies, being proactive in obtaining discounts and credits, and managing the premiums to minimize increases costs. Presenting the renewal to the Audit and Professional Services Committee for their approval and recommendation to the full Board of Education.
* Administer property and liability claims, work directly with insurance agent of record, insurance company representatives, and claimants to administer, and settle claims, Communicate and keep President and Vice President of Finance and Operations informed.
* Budget management responsibilities include analysis, evaluation, planning, monitoring, writing proposals, managing, and authorizing expenditures and approvals.
* Responsible for ensuring a work and learning environment for staff and students with disabilities, free of physical, programmatic, information, and attitudinal barriers within area of control.
* Oversee the maintenance of current first aid plans and first aid response operating procedures for the college and communicate to college staff. Oversee a main campus first aid station in accordance with Oregon Administrative Rule 437-###-####. Ensure the maintenance of college-wide hazmat clean up kits, safety and emergency signs, and sharps containers.
* Establish and maintain a Timely Warning security alert program which will serve to post notices and generally keep the college population aware and informed of safety concerns and/or potentially dangerous situations per Clery Act requirements. Collaborate with IS and the office of College Advancement to provide a mass notification system to alert students and staff of emergency situations and ongoing safety concerns.
* Oversee preliminary crime, accident and/or incident investigations as needed. Work with the Public Safety Coordinator and the PSO2 Clery Officer to ensure daily crime logs and other aspects of Clery Act reporting and implementation. Maintain records, track, and trend data of accidents and incident reports for all college employees, students, and visitors. Provide copies of reports to Human Resources.
* Work cooperatively with the Student Life and Leadership office and Dean of Student Development regarding student conduct violations and problems. Lead the college's Threat Assessment Team. Ensure team training in current threat assessment principles and models of assessment. Maintain working relationships with local law enforcement and county mental health to support the work of the team and documentation of cases under review and mitigations or actions taken. Assist the Title IX Officer and Deputy in investigation and assessment of Title IX cases as appropriate.
* Facilitate the Strategic Enterprise Risk Management Committee. Work collaboratively with the committee's members to determine risk inventories across the campuses, identify mitigation and/or compliance gaps, assign responsibility for development of mitigation solutions to working groups or departments/programs, and monitor progress toward risk reduction.
* Work collaboratively with the Director of Human Resources, the Dean of Academic Foundations, and the Public Safety Coordinator to maintain a shared reporting database.
