The list resulting from the promotion examination will be used first but appointments from this open competitive examination are anticipated. Use of the list may be suspended after it is one year old for any position which it is practical to fill through a new promotion examination. Examples of Duties A Director of Services to Children with Special Needs oversees the programs in the Special Needs Division including the Early Intervention services delivery program for infants and toddlers (aged birth to two (2) years of age) with developmental delays or disabilities and their families and the fiscal administration of the New York State Preschool Special Education Program for children aged three (3) to five (5) years of age identified as Preschoolers with Disabilities;Plans, develops and coordinates the implementation of the Early Intervention case management and service delivery system for eligible infants and toddlers and their families. This includes, referrals, multi-disciplinary evaluations, service coordination, service delivery, program monitoring and advocacy; Coordinates the payment and reimbursement claim processes involved in the Preschool Special Education Program including management of contracts, use of data system that interfaces with New York State Education Department and processes involved in Medicaid claiming; Participates in and supervises staff who participate in Committee on Preschool Special Education (CPSE) Meetings whereby eligibility is determined and services are approved for Preschool students; Establishes policies and procedures to ensure efficiency in delivery of services for both the Early Intervention and Preschool programs; Coordinates Early Intervention and Preschool Program activities with other County Departments and community agencies; Communicates regularly with parties involved in both the Early Intervention and Preschool programs including County Staff, Provider Agencies, and Local School Districts to provide relevant information and ensure compliance with pertinent regulations and processes; Maintains records and prepares reports on both Early Intervention and Preschool program activities; Helps to develop, monitor and update systems associated with Early Intervention and Preschool service delivery, payments and reimbursements; Administers and supervises staff assigned to the Early Intervention and Preschool programs; supervises directly the Assistant Director of Children with Special Needs and Coordinator Rehabilitation Services Youth; Represents the Division at meetings within the community, and in interactions with local, State and Federal governmental agencies; Oversees the fiscal accountability of the Early Intervention and Preschool programs including claims to New York State and claims to Medicaid; Ensures compliance with New York State Department of Health (NYSDOH) and New York State Education Department (NYSED) with regard to timeframes, delivery systems and appropriate levels of service; Develops and compiles a case management policy and procedure manual reflecting the NYSDOH requirements; Writes and presents Legislative resolutions to the Erie County Legislative body; Participates in the Local Early Intervention Coordination Council (LEICC) and the Preschool Task Force Meeting as well as other local and state government and community group supporting children birth through five with disabilities and /or developmental delays; Participates in Division Director meetings with the Erie County Commissioner of Health, Deputy Commissioner of Health and other Division Directors; Develops, executes and monitors contracts with Preschool Providers of service including Transportation. Minimum QualificationsMINIMUM QUALIFICATIONS: Candidates must meet the following requirements on or before the date of the written test (see Note 4):A) Possession of a Master's degree* in Education, Special Education, Occupational Therapy, Physical Therapy, Speech Language Pathology, Social Work, or closely related field and three (3) years of supervisory/administrative experience in a public or private agency which involved assessment and/or service delivery to children (birth through five years old) with developmental delays or disabilities; or: B) Possession of a Bachelor's degree* in Education, Special Education, Occupational Therapy, Physical Therapy, Speech Language Pathology, Social Work, or closely related field and four (4) years of supervisory/administrative experience in a public or private agency which involved the assessment and/or service delivery to children (birth through five years old) with developmental delays or disabilitiesSPECIAL REQUIREMENTS:
  • New York State driver's license required. Since the position requires substantial travel, candidates must demonstrate the ability to meet transportation needs of the job in carrying out their responsibilities in any location to which travel is required, including some not accessible by public transportation.
  • Section 424-a of Social Service Law requires the local social service district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment. All potential employees for this position will be requested to sign the necessary clearance form prior to being advised that they will be hired.
