FUNCTION: Provide leadership and direction for the delivery and maintenance of a comprehensive program of special services which includes child study team and related services, in-class support services, and medical and health services. To plan, coordinate, supervise and evaluate the implementation of child study team services, special education programs and related services, in-class support programs, medical and health services, and guidance and counseling services. To coordinate the functions of the Special Services with all other departments within the school district. To meet regularly with the Superintendent of Schools, or his/her designee, and other Central Administrative staff and school principals in setting general administrative policy for the school district as well as to assure effective planning, coordination, supervision, budgeting and evaluation for all special education programs and special services. To maintain ongoing communication and coordination of programs and services with the supervisor of secondary special education programs and the coordinator of in-class support programs, building principals, school child study teams, the supervisor of health services, and the director of guidance. To develop all procedures for identification, referral, evaluation, classification and placement of educationally handicapped pupils in accordance with state and federal regulations and timelines. To organize, staff, supervise, manage and evaluate the clerical and support functions of the Office of Special Services. To assure to provision and coordination of home instruction for homebound or hospitalized special education students To develop procedures to maintain, update and safeguard pupil records. To maintain an inventory of equipment purchased for special education and special services programs. To recommend to the Superintendent of Schools or his/her designee such policy changes and program changes that are needed to keep current and in compliance with state and federal regulations governing education of the handicapped. Monitors and conducts placement of individual students with special needs in those educational situations best suited to their requirements. Monitors and coordinates SEMI program and ensures related services documentation. Monitors special education services and reviews student progress, insuring IEP compliance. Coordinates special education scheduling in collaboration with case managers and principals. To conduct a continuous program of staff development. To participate in the selection and supervision of all special education and special services staff. To prepare and administer the budgetary requirements of the departments. To supervise and evaluate on a continuing basis the total special education and special services program. To plan, organize, and preside over meetings of the special services staff. To coordinate the revision, rewriting, and distribution of the procedural handbook. To review and approve the recommendation of the materials selection committee. To prepare regular updates and periodic special reports to staff, the program supervisors, the superintendent of schools and the Board of Education on the status of all special education and special services programs. To interview prospective special services staff in cooperation with the Director of Human Resources. To coordinate the work of the special services staff and establish the case loads and work assignments. To assure that effective planning and communication occurs among the coordinator of in-class support, the supervisor of secondary special education program, the child study teams and health and guidance staff. To supervise and coordinate the ordering and utilization of materials for the respective special services areas. To stay current with new trends, publications and regulations affecting special education and special services. To prepare the budget and monitor the expenditures for the special education and special services program in cooperation and under the direction of the School Business Administrator. To evaluate child study teams as well as the central office special services program coordinators and supervisors. To assure the implementation of new state or federal regulations. To direct the preparation of applications for Federal or State aid and assure the timely and accurate submission of all required reports. To continue his/her own professional growth by attendance at professional meetings and visitation to other school districts. To perform other duties which may be within the scope of his/her employment and certification, as assigned by the Superintendent of Schools or his/her designee, under authority of the Board of Education.
