DescriptionThe New York City Housing Development Corporation (HDC) is a public benefit corporation and the nation's largest municipal Housing Finance Agency. HDC's programs support the construction and preservation of multi-family affordable housing in New York City. Area of Talent: Strategy, Analytics, Project Management Position Type: Full-Time/Exempt Office Location: NYC/Financial DistrictSalary Range: $105,000 to $140,000Position SummaryAs the Director of Strategic Planning & Analysis, you would work with colleagues in the President's Office, across HDC, and external partners to evaluate opportunities and challenges of strategic importance to the Corporation. This role analyzes issues, identify potential solutions or proposals, and manage implementation of projects that cut across HDC's different divisions.This role will:
  • Define challenging operational, financial, and policy problems
  • Synthesize complex and unstructured quantitative and qualitative information to inform decision-making
  • Collaborate in a cross-functional environment with professionals from different disciplines
  • Communicate analysis and recommendations in time-constrained environments
The Director of Strategic Planning & Analysis will report to the Vice President for Strategic Operations in the President's Office.The team's recent projects include: devising a comprehensive plan to financially stabilize a significant legacy housing program, launching a new initiative to provide greater access to capital for minority-owned business enterprise developers of affordable housing, investigating potential solutions to rising insurance costs in multifamily affordable housing, developing proposals to streamline the moving of formerly homeless households into permanent affordable housing, and crafting successful recommendations to reduce federal administrative barriers in the lease-up process.Responsibilities:Responsibilities, depending on the project, could include:
  • Analyze financial and operational data to describe a program or issue's characteristics, challenges, and trends
  • Build data models to define problems and quantify the impact of solutions
  • Write memos describing policy and programmatic options
  • Create presentations to support decision-making and communicate information to leadership and partners
  • Assess how current tools can be modified or used in novel ways to advance new goals
  • Identify misalignment between operations and policies that can be addressed to improve outcomes
  • Provide a sounding board for idea development, stakeholder engagement, and project management
Required Qualifications:
  • Skills in advanced financial modeling or statistical analysis
  • A bachelor's degree from an accredited college
  • Four years of professional work experience in affordable housing, real estate, quantitative analysis, management consulting, equity research, program design, or program implementation
  • Alternatively, a satisfactory combination of education and experience equivalent to the above
Preferred Qualifications:
  • MBA, MPA, master's degree in a quantitative discipline, or similar graduate degree
  • Eight years of professional work experience in affordable housing, real estate, quantitative analysis, management consulting, equity research, operations research, program design, or program implementation
  • Advanced proficiency in at least one analytics framework (e.g., R, Python, Stata, SAS)
