The Director of Utility Operations is a key leadership position within the Facilities Operations & Management Department having primary responsibility for the safe, effective operation of Dartmouth's high/medium voltage, chilled water, hot water and steam distribution systems including the plants that generate and store thermal and electrical energy. The position is responsible for developing and implementing the utility systems' operational strategy, and overseeing the day-to-day operations including financial management, and regulatory compliance. The individual recommends capital projects and improvements as part of Dartmouth's capital budget process.In carrying out these responsibilities, the Director has primary responsibility for developing policies and procedures to establish metrics and improve the quality and productivity, while operating the utility systems in such a manner to help meet Dartmouth's greenhouse gas goals. While managing the department and creating plans, the individual is responsible for Utility Operations' personnel performance assessment, change management, communication and culture building activities consistent with Campus Services guidance. The position is one of the primary contacts with Town of Hanover, and NH Department of Environmental Services related to air emissions permits.
Dartmouth facilities include over 6.5 million square feet of space in 165 buildings, serving over 5,900 students and 4,000 faculty and staff in a variety of academic, research, administrative, athletic, and residential spaces.

* Minimum of 10 years of progressive, comprehensive experience in utility operations. Familiar with the operations and maintenance of steam, hot water, chilled water and electrical distribution and production systems including high pressure boilers, chillers and heat pumps.
* BA or BS degree in engineering, facility management, construction management, business administration, architecture, or a related field, or the equivalent as measured by a diverse professional background with 15 years or more of relevant experience.
* Demonstrated background in fiscal management including estimating and understanding of theories, practices, and policies used in finance and business.
* Demonstrated organizational, personnel, and managerial experiences including change management and being an effective role model and administration of programs that promote and maintain employee culture and belonging.
* Demonstrated ability to operate utility systems under normal and emergency operations mode within regulatory requirements with a commitment to safety.
* Must be able to qualify as a Dartmouth Approved Driver.

Description
Leadership of Utility Operations
* In a highly complex environment, fosters an atmosphere of collaboration with and among Dartmouth constituencies including customers and other facilities offices. Communicates with stakeholders to inform and involve them in the decision-making process. Responsibilities include leading staff to ensure that campus students, faculty, staff, and visitors are provided with a well-maintained utility distribution production and distribution system to support the operation of Dartmouth's Facilities.
* Leads strategic efforts at process improvement, including identifying, defining, and implementing best practices; implementing service level agreements both internally with customers and with external contractors; maintaining the highest level of service to and creating operational efficiencies for Dartmouth. Conducts regular assessments to identify improvement opportunities and to ensure regulatory compliance.
* Plans, organizes, and controls activities involved in the responsive, preventative, predictive, and scheduled maintenance and repair of college facilities. Works closely with the staff to establish and define goals and standards for these programs to mitigate risk, ensure proper operation to correct malfunctions before major breakdowns develop, and to ensure continuous and reliable operations during normal and emergency circumstances. Routinely monitors performance with qualitative and quantitative data.
* Ensures work conditions are safe and conducive to efficient operations working closely with EHS to ensure safe operation from both physical and environmental hazards.
* Authorizes the activities of contract personnel and services in assigned area of responsibility as required to assure that satisfactory and acceptable performance standards, specifications, material and labor cost, work schedules, etc., are maintained, and to authorize payment for contracted services in accordance with departmental procedures.
* Defines which tasks are best completed with internal forces vs. outside contractors in a manner consistent with the union contractual obligations.
* Incorporates sustainability and energy efficiency principles into everyday practices.
* Performs other tasks to include special studies that involve technical investigation and analyses and recommends solutions to unique engineering and administrative problems.
* Strategizes with the FO&M leadership team and Senior Director of Technology Services to identify systems to be utilized within the area of responsibility and to plan for system implementations, upgrades, testing, etc.
* Is one of several on call officers for FO&M for emergencies during off hours, weekends, and holidays.

* Delivers managerial oversight of approximately 15-20 staff members, including all of the exempt, non-exempt, and union members.
* Communicates effectively throughout the organization developing and executing change management plans when needed.

* Answerable for management issues within areas of responsibility including labor relations, individual and group behavior, diversity and sensitivity, team building practices, hiring, discipline, performance evaluations, and rewards.
* Provides guidance and gives technical and managerial assistance to subordinate employees in the performance of their duties.
* Collaborates with other Facility Directors to ensure parallel personnel administration policies and objectives among staff.
* Creates and sustains an environment that fosters teamwork, excellence, respect, and accountability.
* Supervises and serves as a role model, advocate, and mentor to direct reports and staff.
* Oversees the utility operations budget, developing, and presenting budget proposals for changes including those related to the impact of new construction or renovations on campus. The budget includes labor, material, contracts, and other expenses such as utilities, insurance, property taxes, etc.
* Works in partnership with Campus Services Administration to ensure appropriate fiscal, procurement, and resource administration within area of responsibility. Regularly reviews the budget, providing recommendations and strategies to help the Department meet its budgetary goals including expenses in addition to labor materials and contracts.
