Are you well-versed in how to finance clean energy projects? Do you have a proven track record of cultivating relationships with key stakeholders, team members, and organizations? Then look no further! The Virginia Department of Energy, State Energy Office, is seeking a Director of the Virginia Clean Energy Innovation Bank (VCEIB) to lead this program and bring the expertise needed to mobilize capital in support of Virginia's All-American, All-of-the-Above Energy Plan. The successful candidate will implement the bank's investment strategy; identify investment opportunities; stand up and oversee the bank's investment process; secure additional funding for the bank; develop partnerships with federal, state, and private entities; oversee VCEIB staff; and work closely with leadership to ensure the bank achieves its mission of mobilizing public and private capital to accelerate deployment of clean power generation and energy infrastructure across Virginia.
This position is currently approved to work a Hybrid telework schedule with four days in the office and one day of telework.
Minimum Qualifications
The successful candidate should have the following knowledge, skills, abilities, and experience to qualify for this position:
* Exceptional leadership and strategic planning abilities with a visionary approach to advancing energy financing solutions
* Strong financial acumen, with a preference for specific experience with energy project finance and/or investment management
* Familiarity with relevant federal financial assistance programs, including grants and loans from the federal government (such as the U.S. Department of Energy's Loan Programs Office and U.S. Environmental Protection Agency's Greenhouse Gas Reduction Fund)
* Familiarity with relevant private-sector financial institutions, including commercial and regional banks; infrastructure funds; and private equity/venture capital firms
* Understanding of state-level policy and regulation surrounding clean power generation and energy infrastructure
* Excellent communication, public speaking, and stakeholder engagement skills
* Proven ability to build partnerships across public, private, and non-profit sectors
* Minimum 5+ years of mid-level or senior-level experience in energy, clean energy, and/or financial sectors, with a strong preference for track record of managing investments as well as applying for and managing federal and non-federal grant funds
* Demonstrated experience in public-private partnerships, energy project financing, or related fields
* A valid driver's license with a good driving record
This position has been designated as required to file a Statement of Economic Interest in accordance with Section 2.2-3114 of the Code of Virginia. In addition, the individual accepted for employment will have to successfully pass a drug test, reference check, and background check as part of the Virginia Energy pre-employment process.
