The Director collaborates with cross-functional teams; guides strategic innovation, technology, and research (IT&R) initiatives; leads integration of one water systems by providing process and linear systems engineering support, watershed, sewershed and environmental management support, and water quality and regulatory compliance and program management support to Operations, Engineering & Construction, General Services, and other Departments.The Director will lead and empower a team of high-performing professionals, researchers, scientists, engineers, business, and program managers to be efficient, productive, and effective. The ideal candidate has extensive experience within the water/wastewater industry, preferably through a demonstrated career growth to a leadership role.Essential Functions
  • Leads development of innovative approaches to position WSSC Water as the leader in integrating Smart One Water approaches (Smart One Water Integration)
  • Develops and applies an integrated approach to continuously improve operational reliability and resilience. Supports core operational units to develop solutions and optimize operations, improve reliability or capacity to withstand interruptions and resilience or capacity to absorb, adapt, and recover from potential disruptive changes such as climate change. Develops innovative approaches to control and enhance water and wastewater systems and environmental factors such as control of water leaks and inflow and infiltration (I&I) that adversely impact the reliability of services (operational reliability)
  • Identifies and leverages proven new technologies for application to WSSC Water processes and systems. Develops fundamental understanding of science and technologies, builds in-house research and development (R&D) capacity, and collaborates with external research institutions to position WSSC Water as a leader in the water and wastewater industry (Innovation Technology and Research)
  • Leverages understanding of the interconnectedness of WSSC Water systems to create efficiencies within WSSC Water's processes and linear systems and continuously improves capacity to reduce use of resources and cost. (operational efficiency)
  • Develops and implements One Water Approach for watershed management to protect and improve source water supply and quality necessary to meet current and future needs, enhance reliability and resilience of watersheds, and provide pollution assessment, prevention, and environmental compliance services
  • Manages emerging water quality, environmental, and regulatory programs with complex cross-functional requirements, stakeholders, deliverables, and timelines. Leads coordination and tracking of program implementation, deliverables internal and external communications, and reporting
  • Supports the core Operations Departments, Engineering and Construction, General Services, and other departments to advance workforce skills development
  • Supports Engineering and Construction in the development of Master and/or Facilities Plans to integrate innovative and proactive strategies to improve operational reliability and resilience
  • Supports environmental and financial sustainability objectives

  • Comprehensive understanding of the design and operations of water and wastewater treatment, water distribution and wastewater convince systems
  • Comprehensive knowledge and understanding of large-scale capital programs and construction projects
  • Demonstrated ability to manage large budgets
  • Ability to effectively plan and implement various management and support programs and initiatives
  • Ability to analyze complex technical problems, evaluate alternatives, and reach sound conclusions; develop and implement work standards, policies, and procedures
  • Ability to prepare and effectively present highly technical subjects both verbally and in writing
Minimum Education, Experience Requirements
  • Bachelor's degree
  • 12+ years of experience in water and wastewater systems operations and engineering, with a strong understanding of innovative approaches to integrate technologies and best practices, optimize operations, and manage watershed and the environment
  • 5+ years management experience that includes employee supervision is required (relevant leadership roles or substantial project/program work involving contractors may be considered)
Additional Requirements Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafterPreferences
