Position Type: Leading District Professional/DirectorDate Posted: 10/30/2024Location: PROCUREMENT SERVICESClosing Date: 11/13/2024Director I, Procurement Reports to: Executive Director, Procurement Services PC # 22054-3 Grade 404 239 Days Salary: $85,893 - $103,487 FLSA Status: ExemptPosition Purpose Direct and manage the procurement activities of the district. Ensure compliance with applicable state and federal laws and regulations governing school district purchases of goods and services.ESSENTIAL JOB FUNCTIONS
  • Prepares formal solicitations for goods and services to be purchased; edits requisitions from sources; confers with District officials regarding requirements, specifications, quantity, quality, timely delivery of merchandise, and delivery requirements.
  • Oversees all aspects of the Purchasing Card Program, including coordinating and conducting training for cardholders.
  • Oversees all aspects of the District's travel processes.
  • Ensures purchasing practices and procedures are consistent, open and fair, and designed to encourage maximum competition and best value procurements.
  • Ensure that purchasing operations are supportive of the instructional goals of the District.
  • Solicits and analyzes quotations for new, non-standard, or specialized items, through pre-approved state contracts, or inter-local agreements, that can be used to respond quickly and cost effectively to customer requests.
  • Determines sourcing strategies for the procurement process.
  • Receive and evaluate or assist in the evaluation process of solicitations issued by the District.
  • Conduct training of District staff in procurement policies and procedures.
  • Provide quality customer service and direction to all campuses and departments related to the purchasing, card, and travel functions.

  • Follows established safety procedures and techniques to perform job duties including lifting; operates equipment according to established safety procedures.
  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

  • Knowledge of competitive bidding statues and purchasing laws as outlined by the state and federal government as applicable to the District's needs.
  • Knowledge and understanding of TEA's Financial Accountability System Resource Guide.
  • Knowledge of financial systems as applicable to the procurement of goods and services.
  • Skill in coordinating, planning, organizing, facilitating, and completing projects.
  • Ability to manage multiple projects simultaneously.
  • Ability to develop and implement procurement policy and procedures.
  • Ability to analyze cost proposals in sufficient detail to determine best value
  • Ability to review work for accuracy.
  • Ability to supervise personnel.
  • Ability to work in a team environment, including teams from other departments.
  • Ability to use computer network system and software applications as needed.
  • Ability to communicate effectively, both oral and written forms.
  • Ability to engage in self-evaluation with regard to performance and professional growth.

Travel Requirements
  • Travels to school district buildings and professional meetings as required.
Physical & Mental Demands, Work Hazards
  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Occasional light lifting and carrying (less than 25 pounds).
  • Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
  • Attendance: Regular and punctual attendance at the worksite is required for this position.

Minimum Required Qualifications
  • Education: Bachelor's degree from an accredited college or university required; Master's degree from an accredited college or university preferred.
  • Experience: 4-6 years' professional public procurement experience.
