Director, Security Threat and Risk Analysis

Johns Hopkins Public Safety is seeking a Director, Security Threat and Risk Analysis. This position will be integral to maintaining a safe community throughout the Johns Hopkins' Campuses.

The position works as principal director of collection subject matter experts responsible for supporting Public Safety Leadership and operations through the analysis of intelligence gathering initiatives to mitigate possible threats through strategic development of policy and procedures, and assistance during special events and/or critical incidents. Specific Duties & Responsibilities

* Responsible for the strategic design, development and implementation of the risk analysis program within Johns Hopkins Public Safety.

* Identifies and monitors emerging threats such as crime, possible social and political activism and terrorism.

* Research and prepares detailed threat assessments.

* Prepares and disseminates travel security information to employees and students.

* Participates in the hiring and training of a team of three risk analyst positions.

* Provides management and oversight of the daily 24-7 operations of the risk analyst program and staff.

* Oversees the Collection, analysis, interpretation, evaluation of complex data derived from multiple sources for significance of development of possible incident/threat/hazards to JHU.

* Provides oversight and researches and analyzes all source threats, vulnerabilities and risk to JHU and develop strategies through written, graphic, or visual products.

* Maintains databases of intelligence/source materials.

* Identifies intelligence gaps and develops mitigation plans.

* Develops and fosters key strategic relationships and networks with internal/external partners, interagency partners and other community members to ensure resource availability.

* Develops and maintains situational awareness of on-going events; analyzes sudden changes or developing trends.

* Maintains a system of continuous information sharing, knowledge management, communications briefings and reporting to leadership.

* Develops intelligence templates, standard operating procedures, guides and policy directives.

* Prepares formal assessments for various audiences within JH Public Safety leadership.

* Serves as liaison to other public safety partner agencies.

* Ensures staff are continuously trained and articulate in all necessary analysis/intelligence operations.

* Other duties as assigned.

Knowledge, Skills and Abilities

* Excellent interpersonal skills and ability to interact with students, staff, faculty and community and other partners in a courteous and professional manner, with a positive goal-oriented attitude.

* Demonstrated experience with Microsoft Windows.

* Ability to present information clearly and concisely in written, oral and graphic presentations.

* Coordinate multiple priorities and competing demands on time and accurately.

* Simultaneously process information from multiple sources and analyze, track and interpret information.

Technical Qualifications or Specialized Certifications

* Knowledge of Microsoft Office components is desirable.

* Knowledge of research tools such as OSINT, SQL and network security concepts.

Minimum Qualifications

* Bachelor's Degree in Cyber Security, Criminal Justice or related field.

* Ten (10) years' progressively responsible related experience performing risk analysis, intelligence, cyber security or investigative work in government/military, intelligence or law enforcement organizations. With at least two (2) years of supervisory experience included.

* Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

* Master's Degree in related field. Intelligence Experience in public safety environment.

* Experience with open-source investigation techniques and familiarity with a variety of internet research tools.

The referenced base salary range represents the low and high end of Johns Hopkins University's salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency

Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
