Job Description:

SUMMARY

The Director of Trade and Customs Compliance will oversee and manage NLA's global trade compliance program. Reporting to the COO, the Director will be responsible for ensuring that all import and trade activities comply with relevant laws, regulations, and company policies.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Responsible for overseeing and managing NLA's compliance with international trade regulations, laws, and policies.
  • Ensure compliance with U.S. import regulations and proper use of the Harmonized Tariff Classification numbers with the corresponding rate of duty.
  • Manage and execute duty savings initiative for large scale budget, when applicable; Incorporate duty optimization practices into daily process and procedures.
  • Establish and hold accountable Customs Brokerage and Suppliers for import compliance KPIs and achieving compliance standards.
  • Stay abreast of Binding Ruling revocations and challenges, Notices of Anti-Dumping and Countervailing Duty cases and Forced Labor updates.
  • Lead the product classification process and maintain centralized classification and rulings on current and new products.
  • Conduct internal trade compliance audits to assure trade compliance effectiveness.
  • Develop and deliver compliance communications for internal and external partners.
  • Monitor regulatory compliance changes and assess impact of amended requirements applicable to Next Level products.
  • Partner with 3rd party industry leaders, government entities, and legal counsel to identify and mitigate areas of high risk.
  • Design, map and assess Supply Chain Risk management and risk analysis for internal controls relating to import areas such as classification, valuation, Free Trade Agreements, Participating Government Agencies, and Intellectual Property Rights.
  • Mitigate compliance issues that may potentially delay the clearance of goods through the import entry process.
  • Address US Customs' Requests for Information (CF28s), actions such as CF29s and other related requests.
  • Ensure all required documents for import items are included in the Purchase Order.
  • Develop, deploy, and conduct Customs Compliance trainings on a periodic basis; Educates relevant stakeholders within the organization about trade compliance regulations, denied party screening process, and how to ensure their activities are in line with these regulations.
  • Follows company policies and practices as outlined in the Employee Handbook and/or applicable employment agreement. Follows safety guidelines and procedures in accordance with the job.
  • Performs additional duties as assigned.
  • Requirements:

  • Bachelor's degree in business or relevant field of study preferred, will consider an equivalent combination of relevant education and experience.
  • 10+ years relevant import/export customs compliance/regulatory work experience.
  • Extensive knowledge of U.S. import regulations and the ability to classify products using the Harmonized Tariff Schedule, including but not limited to Explanatory Notes, Court of International Trade cases and other related judicial decisions required.
  • Ability to apply strong leadership skills to guide interdepartmental teams or projects.
  • Ability to comprehend complex verbal and/or written instructions.
  • Analytical with strong problem-solving abilities and creative resolution skills.
  • Ability to remain organized, pay attention to detail and meet critical deadlines.
  • Proficient use of Microsoft Office programs including Word, Excel, and Power Point.
  • PREFERRED QUALIFICATIONS:

  • U.S. Customs Brokers license or Certified Customs Specialist Certification.
  • Apparel and retail industry experience.
