About the Role:The Director of Weatherization is an exciting opportunity for a self-motivated and results-oriented individual committed to social justice with a drive to incite meaningful change. As a leader in the organization, the Director for Weatherization is responsible for overseeing project and personnel management, financial oversight, outreach, strategic planning and execution, program administration, and contract compliance of all regulatory agencies.Key Responsibilities:
- To oversee administration and management of the Bedford Stuyvesant Restoration Corp Weatherization Program which includes development of new programs and services to build and enhance the program; adhere to NYS WAP policies, procedures, and program objectives, prepares budget, performs fiscal management, and oversees personnel management.
- Restoration emphasizes the need for strict adherence to all pertinent COMPLIANCE policies - including NYS DHCR, NYC, Restoration, and at times other stakeholders and clients, such as NYCHA.
- To oversee all aspects of the Bedford Stuyvesant Restoration Corporation - Weatherization Assistance Program (BSRC-WAP) and ensure completion of its contractual obligation according to the Homes and Community Renewal - Energy and Rehabilitation Services Bureau (HCR-ERSB) Policies and Procedures Manual.
- Leads and directs the Program staff and oversee daily Weatherization operations.
- Ensures that programmatic components, quality standards are enforced throughout the program.
- Prepares statistical and monthly program reports, and financial analysis comments.
- Develops and monitors budgets for Weatherization programs, ensure adequately analyze work in progress to meet performance goals
- Ensures compliance with all federal, state, local, and other applicable regulatory and/or program requirements to include audit readiness.
- Administer systems for accurate information retrieval and storage.
- Complete all in-house and grant reports as required.
- Appropriate training of staff as necessary.
- Represent weatherization department program for Policy Advisory Committee (PAC) meetings in Albany, New York or locally and other WAP related meetings and conferences.
- Attend training sessions, conferences, seminars, and meetings as required.
- Work closely with fiscal department in developing documentation and payment procedures.
- Approve all purchase requisitions and contractor packets for program.
- Investigate all client complaints.
- Purchase of equipment necessary to operate program.
- Review and approve expenditure receipts monthly for the Weatherization vehicles and office supplies.
- Review and sign all time sheets for the Weatherization Program staff.
- Actively participating in the interviewing and selection processes and ensuring successful functional onboarding and training of new employees.
- Planning, assigning, and directing work for direct reports.
- Review all final inspection client files for accuracy before the file goes to data entry person and sign each final inspection sheet.
- Review client files after data entry has been completed to assure all paperwork in the file is present and in the order the State requests.
- Evaluate eligible homes implementing Bedford Stuyvesant Restoration Corp Weatherization Work Standards procedures, particularly required tests and documentations described in Weatherization Work Standards.
- Explain weatherization program services and benefits to applicants and concerned parties.
- Review all essential house data and work scope from the evaluation into the computerized state-required EA-QUIP, TIPS and other approved Audits.
- Collaborate with other departments of Bedford Stuyvesant Restoration Corporation.
- Manage the supervision of various types of work performed by staff and subcontractors.
- Coordinate program with the New York State Energy Research and Development Authority (NYSERDA), Association for Energy Affordability (AEA), The Department of the Aging (DFTA, the low income National Grid Firm Gas Program, and the Con Edison program.
- Negotiate leveraged funds with landlords as agreed upon by HCR-ESB and approve owners agreements.
- Manage the evaluation and review bid packages following HCR-ERSB bid procedures for subcontractor selection.
- Manage Construction Management activities of WAP for installed energy conservation measures.
- Supervise compliance with WAP Field Representatives during field hour certification visits.
- Lead and operate complementary and ad hoc programs such as ARRA, ARPA, ConEd and others, to the advantage of the community within Restoration's service area, and Restoration itself.
- As a key manager at Restoration, provide insights and communicate with multiple members of the management team and across Restoration service areas.
- Explore ways to improve modern day environmental challenges with the use of biodegradable materials.
- Maintains and promotes good public relations with community organizations, funding sources, government, and religious agencies.
- Work as directed by executive in charge, President and CEO.
- Perform other assigned job-related duties to help fulfill our Mission and drive our Vision.
