The Parks, Recreation and Community Services Department is actively seeking a Disabled Parking Administrator. This is technical work coordinating the operations of the Disabled Parking Enforcement Program (DPEP) which includes the issuing of computerized and manual citations for all non-moving traffic violations and coordinating the work of volunteers engaged in issuing parking citations. Work requires knowledge of the techniques, methods, procedures, policies, ordinances and regulations governing parking enforcement activities, which involves the use of specialized skills which is acquired through a combination of training and on the job experience. Trains, schedules, assigns, monitors, directs, reviews, and evaluates the work of volunteers. Work requires FDLE certification to train volunteers, JSO and CSO officers Interaction with the public requires skills in understanding and/or influencing people, which are essential in providing services., These skills include persuasiveness, assertiveness, and sensitivity to others point of view, which are required to influence behavior, change an opinion, or turn a situation around. Work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which recommended procedures or standards should be followed and in what sequence. Work is performed in office and field environments, but the risks and hazards are minimal, somewhat known, predictable, and controllable. Operates standard office equipment to include personal computers using Microsoft, spreadsheet, database and other related software, peripheral and electronic devices, hand-held computer, computerized citation equipment, immobilizing devices, and other standard office equipment. Physical demands consist of walking, standing, and sitting for extended periods; reaching, bending and stooping; and lifting objects up to 50 pounds such as immobilizing devices weighing less than 50 pounds. Work is performed under general supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and/or well-defined policies, and the worker plans and organizes the work. The worker is permitted some latitude to set own priorities subject to supervisor's approval. - Coordinate recruitment and interview for volunteers engaging in the parking enforcement activities of non-moving traffic violations.
- Responsible for Training, scheduling , assigning, monitoring, directing, reviewing, and evaluating the work of volunteers.
- Collaborate with JSO Police Academy to setup new auxiliary officers training.
- Respond to inquiries, requests, and complaints from the public, JSO, elected officials concerning parking citations, handicap placards and parking enforcement laws.
- Testifies in court before a magistrate or other government official regarding issued parking citations and related matters.
- Maintain database of volunteers, and document volunteer's disciplinary corrective actions.
- Maintain Parking Enforcement Statutes Void and Procedure Manual for educational propose, accurately document parking violations, prepare, review, maintain and update reports.
- Operates standard office equipment to include personal computer using word, spreadsheet, database and other related software, hand-held computer, and computerized citation equipment and immobilizing device.
- Maintains the inventory of materials and supplies for parking enforcement program.
- Recommends improvements and revisions to policies and procedures. Complete annual program audits.
- Collects citations from all volunteers, reviews, and inputs data.
- Patrols various assigned areas of the City to ensure enforcement of laws, issues citations as necessary for non-moving traffic violations, and identifies areas requiring corrective action.
- Attend JSO roll calls to promote the program, hands out pertinent information and answers questions.
- Trains staff and volunteers on the use of equipment and interpretation of parking enforcement laws; may provide one-on-one training for volunteers.
- Trains JSO and CSO officers at the Police Academy on the use of handicapped parking placards as needed.
- Coordinates with other governmental agencies regarding parking enforcement activities and attend outreach services, community events to educate the public and community partners.
- Checks operating and safety condition of vehicle ensuring needed servicing is done.
- Stays current on laws relating to ADA law enforcement tools and techniques.
- Demonstrates proficiency in the City of Jacksonville's competencies.

LICENSING/CERTIFICATION/REGISTRATION:
