Description of JobThe Office of Housing Recovery (OHR) provides housing recovery support as part of the agency's larger disaster response effort. This includes a responsibility to staff task forces when needed, respond quickly in a fast-moving environment and effectively stand-up housing response and recovery programs quickly that meet the local community needs. The DOH must be positioned to research and catalog best practices which can be applied to future disaster housing recovery efforts. The OHR works with public and private entities, nonprofit organizations, and public housing authorities to deliver safe, reliable interim and long-term housing assistance after a disaster; to provide safe, sanitary, decent housing for low and moderate income persons and families throughout the state through allocation of funds from federal and state grant programs; and delivery of technical assistance and training to applicants and grantees.Under the auspices of the Office of Housing Recovery, the Disaster Housing Recovery Program Manager will offer services to agency employees as well as other state agencies and local governments as the subject matter expert in housing recovery in the areas of Risk Management, Emergency Management, and Safety and Disaster Management. We are recruiting for a knowledgeable and skilled individual that can provide oversight and guidance for the Division's response to disasters. The position will coordinate the agency's emergency response, recovery and preparedness efforts. As the subject matter expert, the individual selected will work closely with the Colorado Resiliency Office (CRO) and represent the DOH at the State of Colorado Emergency Operations Center (SEOC) during a state emergency. Additionally, this position will act as the lead for the DOH response during a disaster and will coordinate with other agencies to provide recovery services and represent the Division on the State Recovery Task Force as the lead for the Housing Recovery Support function.The primary duties and responsibilities of this position include, but are not limited to:
  • As the subject matter expert, this position will collaborate with the Colorado Department of Homeland Security and Emergency Management, the Colorado Department Human Services, the Colorado Department of Public Health and Environment, and the Colorado Department of Regulatory Agencies to ensure that DOH is prepared and able to support the Mass Care Emergency Support Function (ESF) 6. It will act as the temporary housing lead in support of State Emergency Support Function 6 Mass Care.
  • Lead the DOH Incident Command Team in all functions related to emergency response and recovery.
  • Lead the Housing Recovery Support Function (RSF) and the Disaster Housing Task Force. The position will coordinate with State and Federal partners in the transition of disaster survivors from shelters to interim housing to permanent housing.
  • Provide technical assistance in the development of the Division of Housing portions of the Department's Continuity of Operations Plan (COOP) and DOLA's Disaster Resiliency, Response and Recovery Operations Plan.
  • Research and interpret the various federal and state laws and develop DOLA and DOH policies and procedures that serve as the implementation base for consulting, advising, investigating, and ensuring the safety and housing security of Coloradans in preparation for a disaster event or in response to one.
  • Coordinate with the Colorado Resiliency Office (CRO) in representing DOH in the Colorado Resiliency Work Group (CRWG), contribute to the Colorado Resiliency Framework (CRF) and assist in pre-disaster technical assistance for local governments.
  • Facilitate and coordinate the activities of the Disaster Housing Task Force to address the impacts of a specific disaster event and coordinate sheltering and temporary housing.
  • During an emergency, provide housing damage assessment, work with disaster case management for housing, lead short term/interim sheltering, as well as permanent housing strategies including rehab, replacement, and relocation.
  • Draft emergency response and recovery policies for the agency and provide input into other policies and/or legislation.
  • Collaborate with national, state, and regional emergency management organizations, including the local housing authority. Provide technical guidance and recommendations to others, including management.
  • Build relationships with state, local and federal emergency management partners, housing authorities and non-profit organizations.
  • Other duties as assigned, as needed to include assisting other agencies in their emergency response work such as evacuations or providing first aid.
Travel Requirements: This position may need to travel statewide regularly, with occasional overnight stays, to respond to various emergencies and/or for training or to participate in state and local exercises.
