Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Five years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.
Substitutions with a degree in a related field as listed below:
* An associate's degree in a related field can substitute for two years of specialized experience;
* A bachelor's in a related field degree can substitute for four years of experience;
* A master's degree in a related field can substitute for five years of experience;
* A doctorate in a related field can substitute for six years of experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 2 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.
Duties Description The incumbent will report to the Office of Emergency Management's (OEM) Field Response Unit. Under the Disaster Preparedness Program Representative 3, the Disaster Preparedness Program Representative 2 (DPPR 2) provides logistical and training support to local level partners. The DPPR 2 will also facilitate additional emergency management trainings that will be offered with the expansion, as well support the expansion of various programs, such as County Emergency Preparedness Assessment, Local Emergency Management Accreditation, etc., to a local level. Duties include, but are not limited to:
* Assist in assessing the training needs of state and local agencies and other organizations that support the State's emergency management efforts.
* Assist in the coordination and implementation of expanding programs in the Field to include County Emergency Preparedness Assessment, Local Emergency Management Accreditation, Citizen Preparedness Corps, Local Emergency Planning Committees, and planning support for exercises across New York State.
* Conduct and/or facilitate the delivery of emergency management related training, both locally and regionally across the State.
* Participate in training exercises with State, federal, and local government emergency preparedness personnel, and advise improvements.
* Serve as a local operations officer when the emergency operations center is activated.
* Provide technical planning assistance to State and local government agencies in the development of disaster preparedness and emergency response plans.
* Coordinate and collaborate with public and private sector stakeholders and other organizations that can support the dtate's disaster planning and preparedness efforts.
* Attend and/or facilitate planning meetings, conference calls and provide support in the delivery of exercises to test the effectiveness of emergency plans.
* Obtain program-specific and National Incident Management System (NIMS) training to enhance existing skills.
* Supervise and provide training to the Disaster Preparedness Program Representatives as required.
* Provide technical assistance to State and local government agencies in the development, deployment, and maintenance of All Hazards Incident Management Teams (AHIMTs).
* Support the coordination and delivery of All Hazards Incident Command System (ICS/0 Position Specific Training and AHIMT training, workshops, and conferences.
* Participate in on-site assistance program and evaluation of regional/local AHIMTs to determine operational readiness.
* Prepare correspondence, reports, briefings, correspondence and presentations as assigned.
* Act as liaison between the State Incident Management Teams (IMT) and Regional and/or County AHIMTs, other State agencies, and local officials for various planning and operational activities.
* Responsible for all aspects of the NYS Emergency Operations Center (EOC) including the following: EOC readiness to activate at any time (updating materials and programs); working in and assisting with the operation of the EOC during an activation; and ensuring all is in place after an activation is complete.
* Establish communications with local county partners throughout the zone to support any needs at the local level, both during a time of emergency and regular day-to-day operations.
* Provide emergency management support to localities and counties during emergency events, to include no notice.
* Travel may be required, including overnight travel as needed, 25%.

* This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
