Minimum Qualifications Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Representative 4 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 23 and eligible for transfer under Section Choose 70.1, as appropriate of the Civil Service Law.

52.7 Non-Competitive Promotion:

If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have had one year of permanent competitive, noncompetitive, or 55-b/55-c service as a Disaster Preparedness Program Representative 3, and must not have failed, or failed to take the last holding of the promotion examination for the title listed above.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. The minimum qualifications for a provisional appointment are:

You must be a qualified employee of New York State and have had one year of permanent competitive, noncompetitive, or 55-b/55-c service as: a Disaster Preparedness Program Representative 3.

Duties Description The incumbent will report to the Office of Emergency Management's (OEM) Special Assistant (Assistant Commissioner OEM) Field Response. They will oversee two zones focusing primarily on the implementation of new and growing programs that are transitioning to the OEM Field Staff, above and beyond current workload, as part of the overall OEM expansion. Duties include, but are not limited to:

* Advise DHSES Executive staff regarding external Public Safety issues.

* Represent DHSES Executive staff at meetings, seminars, research groups, community events and other venues as directed.

* Perform all supervisory duties for assigned staff.

* Identify short-term and long-term challenges, explore new solutions for issues that arise and identify, formulate and establish best practices for OEM and its programs.

* Prepare reports, briefings, correspondence, presentations and other materials as required.

* Participate in strategic planning efforts, staffing, and financial planning.

* Participate in review, modification and development of OEM programs and operational procedures as assigned.

* Provide technical advice and work closely with field staff to assure they can access necessary resources and are able to provide appropriate guidance to local governments relative to program mission and goals.

* Coordinate and manage expanding programs in the field including, but not limited to, the County Emergency Preparedness Assessment (CEPA), Local Emergency Planning Committee (LEPC), Emergency Management Accreditation Program, and Citizens Preparedness Corps at the regional level.

* Provide key support to increase and strengthen preparedness initiatives at the local level including tabletop exercises, functional exercises, and planning support.

* Establish communications with local county partners throughout the zone to support any needs at the local level, both during a time of emergency and regular day-to-day operations.

* Provide 24/7 State presence in County EOCs as requested during emergency responses.

* Provide emergency management support to localities and counties during emergency events, to include no notice events.

* Manage the delivery of emergency management related training, both locally and regionally across the State.

* Participate in the development of emergency management related training, both locally and regionally across NY State.

* Participate in the planning, design, and evaluation of curriculum for training programs.

* Perform any additional duties identified or assigned by an Assistant Commissioner or DHSES Executive Staff.

* Available to deploy and provide executive level briefs on a 24 hour/7 day-a-week basis.

* Travel throughout New York State may be required, including overnight travel as needed.

* Provide 24/7 State presence in County EOCs as requested during emergency responses.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
