Job Description:
Responsible for management of the City's Dispatch Department Training Program and special IT projects, including software maintenance, program and project management, training development, implementation, and oversight. Work is performed under the direction of the Director of Dispatch with considerable professional independence. Supervision is exercised over others.Key Responsibilities:Develops and oversees the Certified Training Officer (CTO) program. Manages CTOs during new hire training and throughout the year.Coordinates and schedules training of new hires. Plans, schedules and is the primary instructor for 6-week long new hire academies.Plans, schedules and instructs 3-day radio academies.Responsible for the set-up and maintenance of all software log-ins and manages profiles for all team members.Determines training needs of existing employees, ensures annual compliance with State 911 Department training regulations, and performs annual compliance reporting. Provides training opportunities for all team members. Schedules and coordinates classes.Identifies training needs, contacts vendors, obtains quotes and enters invoices for payment.Manages annual State 911 Department Training Grant to ensure regulatory compliance.Produces reimbursement requests with oversight of the Deputy-Director.Evaluates and assists with development/deployment of new technology and software.Assists with development of Policies and Procedures associated with new technology and software. Ensures employees are properly trained before deploying new technology and software.Assists with Computer Aided Dispatch (CAD) system database updates as a liaison to the Fire and Police Department IT staff.Assists with quality assurance and quality improvement projects to support training and continuing education within the Department.Works directly with the CAD Operations Manager in the training on and release of new Policies and Procedures to the department employees.Works to address deficiencies in performance and provides remedial training opportunities.Prepares reports for Language Access Ordinance compliance.Outreach and Community Relations:Schedules and attends outreach events - educates the public on the use of 911. Assists with public outreach and community relations associated with the City's Language Access Ordinance. Attends local and regional meetings and conferences on behalf of SEC.Skills and Qualifications:Excellent PC skills using standard office software.Ability to express oneself clearly and concisely, both orally and in writing.Ability to interpret and ensure compliance with the Massachusetts 911 legal requirements.Requires knowledge of the capacity and function of the department's 911 equipment, radio communications system, telephone system, recording equipment, Computer Aided Dispatch (CAD) system, and other resources and guides available to the telecommunicator.Ability to prioritize tasks and projects to meet deadlines.Requires making decisions with considerable independent judgment in regards to departmental policies and operations.Ability to establish and maintain effective working relationships with other employees, community agencies, municipal, state, and federal officials and the general public.Minimum Requirements:Minimum of one year of experience in the training of emergency communications and/or other related field.Bachelor's degree from an accredited college or university with major course work in criminal justice, business management, public administration, communications, or a related field AND three (3) years of Public Safety Dispatch and/or 911 communications experience required; OR, any equivalent combination of seven (7) years.#J-18808-Ljbffr
