DISTINGUISHING FEATURES OF THE CLASS: The work involves operating radio, telephone and related
communication equipment for the efficient relay of information and dispatch of personnel and equipment used in the safeguarding of buildings, grounds, property, equipment, materials, patients, staff and visitors of the Erie County Medical Center Corporation (ECMCC). The incumbents in this class must exercise precise alertness, judgment and responsiveness to determine priority of service and when responding to emergency situations. Work is performed under the direct supervision of higher-level Hospital Public Safety personnel. Supervision is not a function of this position. Does related work as required.
TYPICAL WORK ACTIVITIES:
Receives incoming calls and in-person notifications of allegedly illegal and other safety and security matters and relays such information to appropriate Hospital Public Safety personnel;
Operates a variety of communication equipment such as telephone, radio, multi-line switchboard, surveillance cameras and surveillance monitors;
Utilizes surveillance equipment to monitor buildings, grounds, equipment, materials and people; notifies appropriate personnel of potential suspicious activities or emergency situations;
Dispatches appropriate personnel depending on situation; makes announcements and issues emergency codes (e.g. medical emergency, security emergency, disaster) over public communication system utilizing appropriate communications system(s);
Operates and monitors parking system equipment; assists staff and visitors with parking matters such as permitting entrance and exit and assistance in utilizing payment kiosks;
Completes and maintains logs and processes routine information (e.g. service requests, missing property, key requests, complaints);
Utilizes electronic software applications to enter and retrieve information and relay same as needed;
Operates electronic badge system and issues identification badges in accordance with ECMCC policies and procedures.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good knowledge of the operation of communication equipment used in performing public safety dispatch duties; good knowledge of ECMCC departments and their staffing and functions; good interpersonal skills; ability to learn, comprehend, interpret and apply standardized emergency codes and responses in accordance with established policies and procedures; ability to establish priorities in an emergency situation; ability to act calmly and decisively in emergency situations; ability to organize and maintain records; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; courtesy; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
* Completion of sixty (60) college or university semester credit hours; or:
* Completion of thirty (30) college or university semester credit hours and one (1) year of experience in dispatching emergency personnel or working as a telecommunications operator
* Graduation from high school or possession of a high school equivalency diploma and two (2) years of experience in dispatching emergency personnel or working as a telecommunications operator; or:
* An equivalent combination of training and experience as defined by the limits of (A) and (B).
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
NOTE 2: Your credit hours must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
