The primary goal is to successfully complete the Department of Emergency Communications telecommunicator training program to become compliant with current local, state, and national standards of care for public safety communications center personnel.Responsible to complete the Department of Emergency Communications training modules covering the duties of the Dispatcher I.Responsible to complete the APCO (Associated Public Safety Communications Officials, Inc.) Basic Telecommunicator and Emergency Medical Dispatch training modules.Responsible to complete the American Heart Association-Healthcare Provider CPR (Cardio-Pulmonary Resuscitation) training modules.Responsible to complete the U.S. Department of Transportation course on Hazardous Materials Recognition and Identification training modules.Responsible to complete the Department of Emergency Communications Dispatch Simulations training modules.Responsible to complete the Department of Emergency Communications OJT (On-the-Job-Training, on-console) modules.Responsible to complete the Federal Emergency Management Agency (FEMA) incident command system and related modules (IS-700 NIMS Introduction and IS-100 Introduction to Incident Command.).Responsible to complete and pass the Pennsylvania Emergency Management (PEMA) 9-1-1 dispatcher examination.Completion involves the individual attaining a satisfactory or higher rating by prescribed testing and evaluation documentation. The department provides all equipment, materials, policies, procedures and instruction for the student.Upon successful completion of the training program, responsible to perform the duties o f a Dispatcher I.Reports unusual conditions or questionable items to the supervisor.Obeys all county and departmental regulations as well as safety rules.Ability to deal tactfully and professionally with the public and system users during their training period, during nonemergency, and emergency situations.Ability to speak clearly as well as read and write English.Ability to understand messages from multiple input sources and perform multiple tasks while operating computer, radio, and telephone equipment.Performs similar or related duties as required.QUALIFICATIONS REQUIRED: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ability to type a minimum of 30 wpm.The incumbent must be able to obtain and maintain CLEAN access.Must be able to possess and maintain a valid Driver's License within six months of appointment.Dispatcher 1: POSITION SUMMARY Receives and processes non-emergency and emergency calls for service from the public in compliance with the local, state and national standards of care; prioritizes and transmits reported incidents to the proper emergency service provider/agency in an efficient and expedient manner.ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:Answer incoming calls by telephone or radio; process and prioritize calls; and relay all necessary information to the proper authority f r immediate action.Provide pre-arrival instructions to the public or system users for medical, fire, and law enforcement emergency incidents.Dispatch on-duty and available responder units to handle emergency situations in an expedient manner and in compliance with Department policy.Maintain accurate records of all active incidents and messages including vehicle movements via the computer-aided dispatch (CAD) system, radio system, and other related communication pathways.Maintain a constant accurate record of every system user on duty including current location and status.Provide necessary and relevant information to system users upon request.Serve as a liaison between the public and governmental agencies, as well as the liaison between different governmental agencies.Process and submit files for lost/stolen items and wanted/missing persons to the National Crime Information Center (NCIC) and Commonwealth Law Enforcement Assistance Network (CLEAN).Send teletype messages to other governmental agencies regarding crimes that occurred in the county to promote and benefit criminal investigations.Maintain knowledge of county geography, points of interest, geopolitical boundaries of boroughs, townships, and adjacent county lines. This includes emergency service zones for law enforcement, emergency medical services, and fire.Maintain current training certifications as required by local, state, and national standards of care for public safety emergency communications center personnel.Assist with the training program for new personnel as assigned by supervisor or management.Subject to 24-hour call for emergency service and overtime assignments.Report unusual conditions or questionable items to the supervisor.Comply with all county and departmental rules and regulations.Comply with all safety rules and regulations.Perform similar or related duties as required.QUALIFICATIONS REQUIRED: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
