Overview

The Disposal & Compost Operations Superintendent develops and oversees technical, fiscal, and administrative operations of the JC Elliott brush drop off, sludge hauling, compost facility, and closed JC Elliott and West Side Landfills (closed and under post closure care), and the Cefe Valenzuela Regional Landfill (open), ensuring compliance with all monitoring and other requirements of local, state, and federal regulatory agencies.

Responsibilities

* Ensures that day-to-day operations at the JC Elliott brush drop off, compost facility and closed landfill are in full regulatory compliance with local, state and federal laws, regulations, policies, practices and procedures. This includes, but is not limited to the following: Assessing and monitoring equipment, maintaining operational standards for Municipal Solid Waste Facilities, managing surface water drainage, performing waste classifications, applying best management

* Practices to site maintenance and correcting deficiencies and recommending changes and improvements to the operations and facilities.

* Develop scopes of work and coordinate project work with staff, consulting engineers, environmental consultants and/or contractors.

* Develop scopes of work and coordinate key purchases with Finance department.

* Handles all HR supervisory functions within division as well as payroll and p-card transactions.

* Develop, prepare and present a wide variety of periodic and special reports, presentations, and recommendations to business/industry/environmental groups and associations, contractors, waste haulers, and the general public on any aspect of landfill operations, including regulatory matters, environmental concerns and projected plans/changes.

* Provide outreach services to educate and inform the public of self-disposal requirements, e.g. tarp coverage, fees, hazardous waste, tires, electronics, etc.

* May be asked to perform other duties as assigned

Position Type and Typical Hours of Work

* Exempt - Full-Time

* Flexibility to work evenings, weekends, and holidays is a schedule requirement

Qualifications

* Bachelor's Degree (BA/BS)

* Four (4) years of experience

* Two (2) years of experience working in a management/supervisory position

* Combination of education and pertinent experience may be considered

Licenses and Certifications

Required

* A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

* Class A Municipal Solid Waste Landfill Operator license from TCEQ required. If candidate has no license at time of hire, then a provisional license must be obtained with six (6) months of hire and must obtain full license when TCEQ time is met

Required within One (1) year of hire

* Manager of Landfill Operations (MOLO) license is considered to have met licensing requirements until a Class A MSW license is obtained

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
