Position Type: Support StaffDate Posted: 9/20/2024Location: District OfficeClosing Date: 10/04/2024 POSITION TITLE: District Controller STATUS: Full-Time, 12-months (260 days) DEPARTMENT: District Office EMPLOYMENT TYPE: Exempt CATEGORY: Professional REPORTS TO: Chief Finance & Operations Officer SUPERVISES: None PAY RANGE: $54,068 - $79,122 General Responsibilities/Job Summary: This position is responsible to perform the administration of the accounting practices, fiscal records, and financial reports for the School District in an efficient and expeditious manner and to assist the Chief of Finance and Operations (CFOO) to incorporate and implement the Board's goals to support the mission of Elizabethtown Area School District. Critical areas include business office accounting practices, property tax activities; school procurement; end of fiscal year audits; assistance to CFOO in appraising financial reports in terms of costs, budgets, policies of operation, trends and opportunities and ensuring proper internal controls. Performs District accounting functions in accordance with all federal, state, GAAP and GASB guidelines. Maintains all District accounts and financial transactions in accordance with Board Policy and administrative procedure. This position develops and implements policies and procedures and works with auditors to ensure the financial statements are successfully completed. The individual works with other members of the Department/Building in meeting goals and objectives in support of the district mission to prepare all students to be life ready. Essential Functions/Duties:
  • Lead the day-to-day Business Office accounting and financial reporting activities.
  • Oversees the District's general ledger ensuring the accuracy of all funds through a data entry and maintenance process
  • Administers the District budget and works with the CFOO in developing the budget annually ensuring the budget is complete, timely, and accurate.
  • Develop budget models and scenarios to facilitate budget analysis and review.
  • Prepares all financial reporting for administration and the Board including projections and fund balances
  • Prepares required governmental and compliance reporting
  • Oversee all federal, state, and local grant financial reporting.
  • Drive timely monthly, quarterly, and annual close processes.
  • Ensure accuracy of financial statements and monitor banking activities
  • Proactively prepare variance analysis of the financial statements to ensure variances are understood and communicated effectively to District leadership.
  • Accurately assigns account codes for all financial transactions, and monitor codes in the District system.
  • Prepares journal entries as necessary to record internal transactions and corrections, and review journal entries prepared by others
  • Manages all District bank accounts, ensuring necessary balances and funding are available, and reviews account reconciliations prepared by others.
  • Oversee the issuance of financial information to various internal and external stakeholders.
  • Assists CFOO in managing the District's cash flow, preparing cash-flow reports, and project cash needs at weekly and monthly intervals.
  • Works with District Administration to ensure adherence to the District's financial policies and procedures
  • Maintains student and athletic fund records and serves as custodian for all accounts
  • Coordinates and prepares data for internal and external audits, manages external auditor relationships to ensure successful completion of external audits
  • Lead the implementation of any applicable new guidance or standards from PDE.
  • Oversee the implementation of a robust internal control system including strong policies and procedures.
  • Lead by example, focusing on continuous improvement particularly with respect to system and process efficiencies and business practices.
  • Ensure Business Office processes are performed in a consistent manner.
  • Drive the development of desktop procedures for all repeatable processes.

Knowledge, Skills and Abilities:
  • Considerable knowledge of accounting principles and practices
  • Ability to learn, understand and utilize PA School Code as it pertains to the accounting function
  • Able to work independently and as a member of a team
  • Ability to develop and maintain relationships with a variety of people including administrators, vendors and Board members
  • Highly organized and the ability to work at the highest level of confidentiality.
  • Ability to maintain composure and deal with constant change and frequent interruptions, complete time-sensitive projects, demonstrate and maintain a positive attitude and be cooperative, congenial, and service-oriented.
  • Ability to use standard office equipment
  • Excellent communication skills to communicate clearly and concisely in both oral and written format
  • Computer and Software skills including the use of Microsoft Office Suite, File Maker Pro, Adobe and Google Mail in an Apple environment
  • Mastery of Excel, including ability to manipulate and analyze data through the use of functions and formulas as well as the development of effective visual charts and graphs
  • Ability to understand and utilize financial information system (CSIU)
  • Records retention and maintenance skills
  • Possess the ability to set district goals and objectives and to continually assess employee development
  • Ability to demonstrate complex math skills
  • Typically sits for sustained periods of time at a desk and/or computer
  • Typically requires close visual acuity involved with preparing and analyzing data, viewing a computer screen and extensive reading
  • Occasional bending, crouching, stooping, twisting, reaching and grasping
  • Some lifting, up to 25 pounds
  • Manual dexterity and repetitive movement of fingers and hands for keyboarding
  • Attend work regularly and on time, and complete assigned tasks
  • Able to receive and deliver detailed information through written and oral communications
  • Able to function at a high level in a fast paced work environment
Minimum Qualifications:
  • Education and Training: Bachelors in Accounting or Business Administration or equivalent experience
  • Experience: 3 to 8 years in finance or accounting field, auditing experience and a high level of knowledge of computer software applications and use of technology; School District experience preferred
  • Required Certification/Licenses: None
  • Travel Requirements: Limited travel within the District and in Lancaster County for meetings
Working Conditions:
  • School office setting, may include hallways, cafeteria and school grounds
