PRIMARY PURPOSE:To coordinate the development, implementation and maintenance of the district's High-Quality Multi-Hazard Emergency Operations Plan (EOP). The plan will ensure the district is aligned with emergency management principles of prevention, mitigation, preparedness, response and recovery for all students, staff, and visitors to the McAllen ISD campuses and facilities in the event of an emergency to maintain safe learning environments. The Director for Emergency Management is responsible for developing and conducting regular safety drills and training programs for students, staff, and administrators.QUALIFICATIONS:Education/Certification:
- Bachelor's degree preferred
- Minimum Associates degree in emergency management, criminal justice, public
administration, or other related field or an equivalent of three (3) yearsof directly related job experience is required.
- Advanced Professional Series Training, preferred
- FEMA Certified Emergency Manager, preferred
- Certified Texas Emergency Manager, preferred
Special Knowledge/Skills:
- Incident Command System Training 100, 200, 700 and 800
- Incident Command System Training 300, 400, G191, G402, and G2300 within 12 months
- Knowledge of standard methods and procedures of emergency and disaster operations
- Knowledge of federal and state regulations governing emergency and disaster plans.
- Possess the ability to interpret NIMS, state and local emergency management documents preferred.
- Demonstrate ability to work effectively with students, staff and the public
- Construct and deliver clear, concise and professional presentations to a variety of audiences and/or individuals.
- Has the ability to convey technical information in lay terms that can be understood by people with a variety of educational levels and working backgrounds.
- Ability to analyze data, create charts and graphs and write reports
- Proficient in computer operations to include hardware, and software platforms
- Ability to maintain confidentiality and integrity of information

Experience:Three (3) years of work experience in emergency management is requiredSchool district experience preferredExperience in public speaking preferredMAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS:
Oversee the development and update of district's High-Quality Multi-Hazard Emergency Operation Plan, Annexes, including Campus Emergency Operations Plan Ensure compliance with applicable Texas Education Code (TEC), Texas Administrative Code, federal and state laws and compatibility with city, county, state and federal plans.Ensure compliance with state mandates and regulations as required by the Texas Education Agency and Texas School Safety Center Develop and maintain inventory of disaster- related resources within the school district.Assist with site-visits to perform campus safety and security audits at each campus.Collect, analyze and submit safety and security data for annual audit report; submit information requested by TEA in efforts to monitor the implementation and operation of school district safety and security requirements through Sentinel.Assist with management of the district's workshops, table-top exercises, functional exercises and drills.Collaborate with the Chief of Police in developing district wide safety and security training program.Identify potential risks and vulnerabilities within the district and develop strategies to mitigate these risks.Leads recovery efforts, including providing support to affected individuals, restoring normal operations, and reviewing the incident to improve future response plans.Oversee and participate in the development of annual budget and safety grants; monitor expenditures for accuracy and conformance to budget and district priorities.Establish and maintain positive relationships, formal agreements, and cooperative activities in emergency management with local, regional, state, and national emergency management stakeholders as required.Coordinate activities and participate on the school safety and security committee.Investigate opportunities, prepare grants and apply for external funding opportunities.Assist with preparation and management of contracts with school district's, agencies and vendors.Collaborate with partnering school districts, emergency managers, first responders, parents, volunteer agencies and all others involved in community-wide emergency management efforts Perform Behavioral Threat Assessments as required.Follow McAllen ISD customer service standards.Working Days: 226Daily Rate pay range:Minimum: $349.58 Maximum: $487.74Note: Starting pay for a new hire in a pay range plan will be determined individually based on each person's job-related experience and salaries paid to peer employees in the same position with similar experience.
