Job Description Summary:
Under direction from the Community Vitality Senior Project Manager, serves as the primary contact for small business outreach, supports district services and beautification, and participates as a member of the special events CORE team. Works to address community needs and advance strategies outlined in the Community Vitality strategic plan and district-specific work plans. Promotes and audits access programs, leads small business outreach efforts, and manages related project initiatives.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supports District Operations and Business Engagement:
* Acts as a liaison to small business organizations.
* Participates in small business outreach meetings citywide.
* Assists in operational and permitting logistics of the public spaces within special districts focusing efforts on district purposes and City of Boulder goals and plans.
* Supports programs such as the Downtown Improvements and Mobile Vending Cart Program, and administers lease documents for kiosk advertising, mobile vending carts, and downtown news distribution boxes.
* Serves as a resource to community members, business owners, and other partners on issues related to district beautification and safety.
* Supports the Outdoor Dining Program, ensuring operational standards and community expectations are met.
Supports Access and Transportation Programs:
* Promotes, informs and audits access programs across districts.
* Completes all Regional Transportation District (RTD) Eco Pass contract requirements including the timely and accurate deactivation of Smart Cards and Add and Delete forms.
* Participates in negotiations and reviews of the yearly contract agreement with RTD for terms, conditions and final invoice amounts.
* Supports outreach and informational efforts with downtown businesses and employees regarding the Eco Pass program.
* Accurately awards and/or deactivates RTD MyRide passes for businesses/employees.
* Prepares all materials associated with the RTD Eco Pass contracts.
* Participates with the Community Vitality Senior Project Manager and City of Boulder's Transportation staff in the planning and implementation of travel demand management programs.
Supports Special Events in Commercial Districts:
* Serves as a primary liaison and contact for special events in Downtown and University Hill, ensuring all necessary permits and approvals are secured.
* Coordinates with the Boulder Convention and Visitors' Bureau on all film related activities within Downtown and University Hill.
Administrative Support and Project Coordination:
* Prepares and submits consent agendas for bimonthly district Board and Commission meetings.
* Conducts research and coordinates special projects, including drafting memos, reports, and implementing recommended solutions.
* Delivers presentations to city boards and commissions, and community organizations as needed.
Other:
* Performs related duties as required to meet the needs of the City.
* Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to City property.
* Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
MINIMUM QUALIFICATIONS
* Ability to demonstrate organizational, analytical, and interpersonal skills.
* Ability to work independently, meet deadlines, and manage ambiguity.
* Knowledge and experience in project coordination, including scheduling, stakeholder communication, and tracking milestones.
* Knowledge and experience in providing program and administrative support.
* Skills demonstrating a proficiency in leveraging technology tools for project management support, communication, and data organization (e.g., Microsoft Office Suite, project management software like Smartsheet).
* Skills demonstrating a proven ability to manage multiple ongoing tasks, projects, and deadlines simultaneously.
* Skills demonstrating strong verbal and written communication abilities. Skills in delivering public presentations to a varying demographic of community members.
* Valid Driver's License and ability to maintain an acceptable motor vehicle record.
* Have and maintain acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
* Ability to demonstrate experience working with boards, commissions, or other elected bodies.
* Knowledge and experience in project management in a municipal setting.
* Knowledge of improvement districts, local government operations, and urban placemaking principles.
REQUIRED EDUCATION AND EXPERIENCE
* Associate's degree in Public Administration, Business Administration, Marketing, or related field.
* Three (3) years' experience in project management, business outreach, urban planning, or relevant experience.

WORKING CONDISTION AND REQUIREMENTS
Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises.
Machines and Equipment Used: Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines.
