The Director is responsible for the strategic planning, development, administration, and evaluation of all MCAO Diversion Programs. Additional responsibilities include management of the day-to-day operations of diversion case processing, working closely with contracted service providers, analyzing diversion program effectiveness, resolving highly complex and/or highly sensitive issues, analyzing the impact of related legislation and litigation, and providing recommendations to the Chief Deputy and other officials on policies and various issues regarding diversion.About UsWe believe in integrity. We Require
  • Five years of professional-level administrative experience in administering programs and service provider contracts for individuals involved in the criminal justice system, two of which include supervisory and/or management experience
  • Bachelor's Degree and graduate degree in Criminal Justice, Public Administration, Psychology, or a closely related human services field
  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

  • Experience in a Government or non-profit environment
  • Master's Degree in the above-named educational disciplines
  • Seven years of professional-level experience in the strategic development of systems of care in local, state, or federal governments, particularly for individuals involved in the criminal justice system
  • Demonstrated experience in leading substantial initiatives
  • Knowledge of Arizona's behavioral health system and service provider community, including the Arizona Health Care Cost Containment System (AHCCCS) and Regional Behavioral Health Authority (RBHA) systems
  • Knowledge and proficiency in Microsoft: Outlook, Excel, and PowerPoint
  • Experience in financial analysis and money-handling procedures
  • Possess a general understanding of Arizona's criminal and legislative systems; ability to research statutes
  • Bilingual skills preferred in English/Spanish languages but not required
Job Contributions
  • Work with agency staff and external criminal justice, behavioral health, and community provider entities to effectively develop, administer and evaluate diversion programs
  • Develop goals, objectives, and performance measures for all diversion programs
  • Establish data tracking and collection systems for all diversion programs
  • Develop and provide statistical reports related to all diversion programs
  • Make diversion program improvements based on research and data analysis to ensure diversion program sustainability and effectiveness
  • Develop internal and external awareness initiatives to increase utilization of diversion programs by prosecutors and defense counsel, including the development of brochures, guidebooks, webpages, and training events that promote and provide diversion program information
  • Assess MCAO diversion program policies for amendments and develop new diversion program policies as needed
  • Monitor legislation and trends in prosecutor-led diversion, evidenced-based treatment, and national guidelines pertaining to diversion programs and provide recommendations for action
  • Maintain strong liaison partnerships with contracted community service providers, criminal justice agencies, behavioral health entities, and other governmental agencies; attend meetings, provide information, and make presentations as needed
  • Develop, amend, and renew service provider contracts; working with County Procurement when needed
  • Develop and update contract monitoring tools and protocols
  • Develop and execute a Request for Proposal (RFP) process to ensure a fair and transparent diversion contractor selection process
  • Recommend national best practices in prosecution-led diversion programs for MCAO
  • Recruit, select, and train staff to assist with supporting diversion programs
  • Respond to requests from the judiciary, prosecutors, defense counsel, law enforcement, community-based organizations, legislative, or other local or national representatives for information on all MCAO diversion programs
  • Consult with the MCAO Civil Division and Maricopa County Procurement on all diversion contract development, amendments, and renewals, including the drafting of contract language
  • Coordinate working groups from MCAO, contracted providers, and ICJIS to develop electronic communication feeds between respective agencies
  • Develop workflow (schematic) charts with case processing steps using MCAO technology; train attorney and other staff on new case processing steps for diversion programs
  • Research and recommend national evidenced-based curricula when establishing diversion programs
  • Arrange for training and certification for contracted provider staff on nationally recognized assessments and treatment curricula
  • Provide overall guidance and direction for the development of and work performed by all diversion personnel
  • Prepare reports to the Board of Supervisors regarding the Check Enforcement Program and other reports as needed
  • Coordinate with the MCAO Finance Manager, Contract and Grants Administrator, and Procurement Specialist on issues related to diversion contracts, funding and monthly invoice payment approval
  • Manage and track the receipt and disbursement of grant or public funding and defendant restitution received
  • Provide the MCAO Communications Director information on diversion when requested and be available for interviews with the media

  • Office and business settings in high-volume, fast-paced environments with frequent stressful situations
  • May require long periods of sitting while completing computer activities and paperwork, standing, and moving about while performing duties
  • Ability to travel to and from various county locations for meetings, presentations, and training, utilizing personal or county-owned vehicle
  • Ability to move 20 pounds
