This is a non-classified position. This position is a full-time, benefited position located at our Staff Office in Coeur d'Alene, Idaho.SPECIAL NOTIFICATION: This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission. IDL seeks talented people committed to delivering our land management, regulatory, and assistance missions and preparing IDL for future natural resource challenges.This position is expected to serve as the Idaho State Forester as delegated by the Director. As a member of IDL's executive leadership team, this position assists the Director, Deputy Director, and other Division Administrators with strategic planning, budgeting, and overall program planning, priorities, and direction. This position represents the Department through regular contact with the public, other state and federal agencies, stakeholders, and elected officials.The Division Administrator may supervise 1-2 Deputy Division Administrators and up to four Bureau Chiefs responsible for statewide programs including Forestry Assistance, Fire Management, Good Neighbor Authority, and Shared Stewardship. This position directs the development, implementation, and maintenance of forestry and wildland fire programs on state, private and federal lands and, ensures the agency meets all financial responsibilities in these programs. The incumbent is responsible for directing, committing, coordinating, and acquiring resources to achieve performance measurements critical to the State Board of Land Commissioners.You must possess all the minimum qualifications below. Failure to do so may disqualify you from being considered for this position.Minimum Qualifications:Graduation from a full four (4) year college course of study with a bachelor's degree, with a major in forestry, plus five (5) years of technical experience in the forestry-land management field; OR, ten (10) years of successful and progressive technical experience in forestry and land management activities of such a nature as to enable the applicant to perform these duties successfully at the professional level.Experience: managing professional staff; analyzing management and program problems, identifying alternatives and recommending and implementing solutions; preparing and making presentations to groups.Knowledge, Skills, and Experience:Experience managing a professional staff in cooperative forest management and fire management; setting goals and objectives for natural resource programs and projects, and evaluating results; budgeting for natural resource or land management programs; preparing forest management documents and reports; performing liaison activities and dealing effectively with local, state and federal entities, elected officials, business and community leaders, the media and general public to develop understanding, acceptance and support for a program; communicating effectively orally and in writing, and making public presentations.Considerable knowledge of forest management and fire management principles; state and federal laws and regulations governing forest practices and wildland fire suppression; private sector business practices; financial analysis methods; federal, state and local government operation.Good knowledge of customer service; developing and implementing public policy relating to land management; financial and accounting principles and practices; interpreting financial reports and data.Knowledge of a wide variety of natural resource programs sufficient to establish the credibility necessary for leadership of professional natural resource staff.Ability to establish a clear vision for programs within the position's responsibility and guide staff towards efficient implementation.Proven experience with management practices, organizational development, and performance management.A track record of demonstrated leadership, vision and innovation for delivering results, building accountability for staff, and creating a positive work environment.Special Requirement:Travel up to 30%.Occasional long shifts and weekend work.Valid Driver's License.Examples of Duties:Administration:+ + Serves as the State Forester as delegated by the Director.Develops division budgets, controls expenditures, and projects income.Recommends, interprets, and applies regulations and policies and ensures consistency and compliance with governing laws and regulations.Ensures compliance with statewide reporting requirements for the agency.Directs preparation of reports on program progress.Plans and coordinates a variety of special administrative projects and assignments.Investigates, troubleshoots, and resolves or recommends solutions to complex or unusual inquiries, problems and issues.Leadership:Assist in setting expectations for performance standards; coach and mentor staff in their leadership and management roles.Sets and evaluates effectiveness of division priorities and goals to ensure strategic objectives are achieved.Evaluates effectiveness of programs and recommends/implements changes to improve performance.Provides technical assistance to staff in program development.Creates a team environment, providing leadership, direction and motivation for employees to accomplish the numerous goals and targets of multiple programs and projects.Represents Idaho on regional and national state forestry organizations such as the Western Forestry Leadership Coalition, Council of Western State Foresters, and National Association of State Foresters.Management:Participates in recruiting, interviewing and making hiring recommendations.Provides for adequate resources and staffing levels in the division.
