The Division Manager is a senior leadership level position responsible for leading all day-to-day operations to ensure safe, reliable, responsive service within the Hartford division.

Examples of Duties
  • Manages the daily revenue service bus operations and administration including time and attendance management to ensure compliance with CTtransit, federal, state, local, and contractual requirements, conformity with operations performance goals, and responsiveness to customer expectations in the Hartford division.
  • Assists in monitoring division performance against safety, reliability, and customer service goals.
  • Evaluates policies, procedures, and work processes to ensure safe, reliable, customer-focused and cost-effective service.
  • Ensures that CTtransit achieves goals within required budget and timeframes.
  • As a member of the Senior Leadership Team, provides analytical and technical expertise during goal-setting, strategic and action planning, budget development, and labor negotiations.
  • Develops, and evaluates policies, procedures, and work processes to ensure safe, reliable, customer-focused and cost-effective service that achieves CTTRANSIT goals within required budget and timeframes.
  • Takes leadership role in coordinating problem-solving within Transit Services and among many departments and initiates projects and programs to improve service, organizational performance, system security, and morale.
  • Communicates performance expectations to staff, regularly monitors and evaluates performance against expectations, and frequently offers positive and constructive feedback to improve performance of direct reports.
  • Regularly coaches direct reports to ensure their competence in improving organizational and staff performance.
  • Promotes teamwork, commitment, and high performance by overseeing the implementation of training and development, recognition, incentive, safety, or customer service programs that improve morale and performance of staff at all levels.
  • Leads discussions with union representative and employees regarding grievances and labor issues; reviews and evaluates major grievance issues and disciplinary actions including discharges of hourly employees; recommends and initiates appropriate action; and represents the Company in proceedings concerning unemployment compensation, grievance arbitrations, etc.
  • Assists in managing problems and emergencies involving the Transportation Department on a 24/7 basis.
  • May be required to cover Dispatch, Radio, and Road Supervision duties as needed in any type of emergency.
  • Responsible for the service delivery of operations.
  • May be required to operate revenue vehicles as needed in any type of emergency.
  • Must be able to responsibly record, report, investigate and respond to any accidents or incidents.
  • Investigates customer complaints to assess validity, reviews findings with Operator, coaches and issues violations for infractions as required to improve performance and prepares written customer service reports.
  • Assists customers with questions and concerns, resolves problems and conflicts with other customers or Operators, modeling Ambassador skills in all interactions.
  • Manages special projects and performs other duties as assigned, including advising the AGM of Transit Services on operations problem-solving and decision-making as required.
  • Work cooperatively with all levels of personnel.
  • Attends in-service training, seminars or other opportunities for professional development as made available by the Agency. Provides training for Agency personnel as required. Actively participates in staff meetings, trainings, etc.
  • Has thorough working knowledge of Agency policies and procedures, and collective bargaining agreements.
  • Manages and/or Administers discipline to Superintendents of Transportation, Transportation Supervisors, Bus Operators as needed.
  • Will participate in the interview process, and the selection process for new positions.
  • On board coaching and evaluations of the employees as needed.
  • Assist other departments and divisions as assigned.
  • Additional administrative duties as assigned.
  • Other duties and responsibilities as assigned.
Qualifications
  • Minimum possession of a bachelor's degree in Transportation, Logistics, Management, Business, Public Administration or a closely related field & seven (7) years of relevant work experience is required.
  • An equivalent combination of education and work experience on a year-for-year basis can be substituted for the 4-year degree requirement.
  • Experience in managing employees in a union environment, interviewing, hiring, training, employee development, employee discipline up to and including termination.
  • Excellent time, attendance and work performance record required.
  • Knowledge of public transit operations, policies and procedures, Company, Local, State and Federal rules and regulations, traffic laws, routes, union contract provisions, customer service skills, transportation technologies, and other related information is required.
  • Knowledge of the advanced principles of supervision, knowledge of progressive discipline processes, including demonstrated ability to communicate clearly, build commitment to goals, offer instruction, with excellent written and verbal communication skills, interpersonal skills, tact and diplomacy.
  • Ability to work in a fast-paced environment, to multitask, manage multiple employees, ability to conduct training when necessary and to work both independently and in a team environment.
  • Knowledge of fixed-route service planning and on-time-performance management.
  • Ability to build out and analyze operational reports.
  • A valid Commercial Driver's License with the proper endorsements is required. Individual may be required to travel in the course of their daily work.
  • Proficient in software programs (office suite) and public transportation operations software (CAD/AVL). The ability to quickly learn internal software programs and manage time and attendance for the bus operators.
  • Must be able to handle confidential information.
