Salary : $24,377.60 - $39,020.80 Annually Location : City of Washington, NC Job Type: Part-Time Not Eligible for Retirement Job Number: 1900315 Department: Waterfront Docks Opening Date: 06/28/2024 FLSA: Non-Exempt Job DescriptionSummary To perform a wide variety of maintenance and repair of dock facilities and equipment; provides responsible customer service at the Washington Waterfront Docks including advising on regulations pertaining to Tar & Pamlico River use and ensuring safe use of equipment; provides assistance and information to visitors to the Washington area. Essential Duties and Responsibilities NOTE: This job description is not intended to be all-inclusive. Employees may perform other related duties as needed to meet the needs of the organization.
  • Provides customer service at the City's waterfront dock area, including assisting patrons with equipment operation, acting as a resource person for patrons and informing patrons of the regulations pertaining to using Docks.
  • Responsible for inspecting assigned areas in a timely manner and performing a wide variety of tasks in the maintenance and repair of assigned facilities and systems.
  • Maintains the dock area and related facilities, clears the shoreline and park areas of debris, empties trash receptacles, secures boats during high winds and inclement weather.
  • Maintains dock facilities and equipment, including monitoring equipment, painting facilities, replacing lights, repairing and replacing boards, cleaning docks and irrigation of park areas.
  • Employs safe work methods and makes appropriate use of related safety equipment as required.
  • Operates a variety of hand and power tools and equipment related to work assignment as instructed.
  • Maintains public facilities, dock and shore areas, storage sites and other work areas in a clean and orderly condition, including securing equipment at the close of the workday.
  • Maintains accurate logs and records of work performed, sales and revenue records including credit card transactions, and materials and equipment used.
  • May provide technical and functional direction to volunteers and/or community service workers.
  • Performs other duties as assigned.
Required Education and/or Experience High school diploma or general education degree (GED) and one or more years' experience boating, waterfront facilities and dock maintenance. Special Requirements.
  • Valid N.C. driver's license and acceptable driving record.
  • First Aid and CPR Certification (ability to obtain with 6 months of hire date)
Knowledge, Skills and Abilities
  • Basic principles, practices, tools and materials as they relate to the maintenance and repair of dock facilities, equipment and appurtenances.
  • The operation and minor maintenance of a variety of hand and power tools, boats and boating equipment.
  • Safety principles and practices, including basic first aid and CPR methods.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.
  • Ability to perform a variety of basic tasks in the construction, maintenance, renovation and repair of dock facilities and equipment.
  • Ability to correctly interpret and apply the policies, procedures, laws and regulations pertaining to assigned programs and functions.
  • Ability to maintain accurate logs, records and basic written records of work performed.
  • Ability to understand and follow oral and written instructions.
  • Ability to make accurate arithmetic calculations.
  • Ability to operate modern office equipment including computer equipment and software.
  • Ability to use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.
Physical Requirements This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires stooping, kneeling, crouching, reaching, pushing, pulling, lifting and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm's length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities. Working Conditions Work is primarily outside and employee is subject to hazards of docks and waterfront facilities work including working in extreme hot and cold weather, and exposure to various hazards such as noise, moving mechanical parts, chemicals, atmospheric conditions and oils. May be required to work various shifts including early mornings, evenings, weekends and holidays. May be required to work during inclement weather. Health, Dental and Vision Insurance: The City of Washington provides, at no cost, employee only coverage for Medical (High-Deductible with H.S.A), Vision and Dental insurance. Coverage is available for all regular status full-time employees scheduled to work 40 hours. Employees may also choose to cover eligible dependents. Benefits begin on the 1st day of the month following 30 days of employment. Paid Life Insurance The City provides $15,000 of term life insurance and $15,000 of accident death insurance to all full-time employees at no cost. Employees may elect additional coverage, including dependent coverage, at their own cost. Employer Paid Leave: Paid Vacation: Full-Time employees earn 8 hours of vacation leave per month. Leave accruals increase based on the number of years of City service. (Ex: at 5 years increases to 10 hours per month) Paid Holidays: The City of Washington observes 13 paid holidays per calendar year. The approved holidays are New Year's Day, Martin Luther King Jr. Day, Good Friday, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, 2 days at Thanksgiving and 3 days at Christmas. Sick: Full-Time employees earn 8 hours of sick leave per month (Fire Personnel earn 14.15 hours). Sick leave hours accumulate without limits and may be used toward credible service upon retirement from the NC Local Government Retirement System. Retirement: The City assists our employees in securing their financial future during retirement by participating in the Local Governmental Employees' Retirement System, administered by the State of North Carolina. Regular status employees, scheduled to work 20 hours or more per week, become members in the retirement system upon employment. As a member of this system, employees are required to contribute 6 percent of their gross salary on a tax-deferred basis. Deferred Compensation Plans: To further assist employees in saving for retirement, the City offers two supplemental retirement savings programs. These programs offer employees an opportunity to save a portion of their salary on a tax-deferred basis to supplement their retirement benefit. The programs offered are 401(k) Supplemental Retirement Income Plan and the 457 Plan through Prudential. Cafeteria Plan / Supplemental Benefits: Realizing that each employee may have different insurance needs, the City offers its employees the opportunity to supplement City-provided benefits by selecting from the benefits listed below. These benefits are offered at employee's expense through payroll deduction: • Supplemental Term Life Insurance • Cancer Insurance • Accident Insurance • Critical Illness Insurance • Whole Life Insurance • Disability Insurance • Healthcare and Dependent Care Reimbursement Account (Pre-tax basis) Death Benefit: After one year as a contributing member of the Retirement System, a death benefit is provided that is equal to the highest 12 months' salary in a row during the 24 months before death, no less than $25,000 and no more than $50,000.
