DSHS Management Analyst 3 - CSO Operations Analyst

The Department of Social and Health Services, Economic Services Administration, Community Services Division (CSD) is seeking an Operations Analyst to join our team at the Clarkston/Colfax Community Services Office (CSO).

This role is based in Clarkston, WA but will occasionally travel to the Colfax office. This role serves as a journey-level analyst conducting research, providing consultation, strategy development, formulating recommendations, and assisting with the implementation of strategic and long-range planning activities. This role conducts research and assists with strategic planning in the areas of business and organizational structuring, budgeting, operations, policy-related issues, purchasing, and proposed legislation changes. This role provides multi-dimensional data-supported analysis findings to the CSO Administrator and a Clarkston/Colfax CSO Management Teams, including detailed information regarding programs and operational issues in the CSOs.

Some of what you'll do:

  • Monitor proposed or pending changes in business operations requirements, WAC, laws, policies and procedures, potential impact on business functions and recommend appropriate responses to assist in the implementation of those changes within the office.
  • Assist management in identifying and planning business process changes for short and long-term strategic goals.
  • Prior experience supervising small teams.
  • Conduct extensive research and assist with strategic planning in the areas of business and organizational structuring, space planning, facility use, operations, budgeting, policy-related issues, purchasing, and proposed legislation changes.
  • Develop and implement processes for monitoring and measuring outcomes related to service delivery, staff performance, outreach services, support service utilization/budgets, personnel management, and HR data.
  • Create detailed project plans, identify tasks, owners, dependencies, stakeholders and timelines.

What we're looking for:

  • Extensive experience and expertise in utilizing SharePoint for various business needs.
  • Skilled in a wide array of Excel functions and operations.

Who should apply?Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field and three years of experience conducting research and analyzing policies, laws, rules, or regulations or a comparable combination of graduate education and experience. Professional experience may substitute year for year for education.

The three years of experience that includes work like:

  • Conducting research and/or analyzing policies, laws, and rules.
  • Organizing and facilitating meetings, presentations, training, workshops, or workgroups with staff, leadership, community-based organizations, and/or local governments.
