Job Description:

The Operations Manager (OM) of Today's Child Learning Centers, Inc. and/or Warwick Child Care Center, Inc. is responsible for the leadership, management and administration of the corporate functions. The OM communicates the company mission and vision to staff, stakeholders and the public. The OM manages staff in the Early Childhood Education Operations Department.

ROLES AND RESPONSIBILITIES

OPERATIONS

  • Engages in early childhood education professional organizations to serve as an advocate for quality ECE.
  • Responsible for the overall efficient operation of the corporation.
  • Manages Personnel Policies and ensures compliance with policies.
  • Oversee compliance of all Grant Regulations as well as DHS licenses, Plan of Corrections and CACFP.
  • Assist Area Managers and Directors with the investigation of parent/employee complaints.
  • Oversee parent communication involving elevated concerns and major policy changes.
  • Manage the safety committee including scheduling meetings, conducting monthly meetings, monitor improvements.
  • Be willing to substitute in any classroom needed in an emergency situation.
  • Keep Director of Operations informed of any major problems.
  • Be willing to perform other duties as requested by the Director of Operations.
  • Implement emergency and risk management procedures (Fire, tornado, building security, earthquake, etc.).
  • Maintain an organized office and excellent filing system.
  • Must maintain positive and professional attitude at all times.
  • Must be skilled in handling parent and employee concerns.
  • Keep abreast of changing codes and regulations - Department of Human Services Licensing, building, zoning, fire, occupational, safety, health, sanitation, and American with Disabilities Act - as they relate to the delivery of early childhood/school-age program services.
  • Evaluate ethical and moral dilemmas based on a professional code of ethics.
  • Assist with rearranging center schedules when needed in absence if Area Manager
  • Ongoing documentation and updates of workflow processes for succession planning.

KEYSTONE STARS /NAEYC/QUALITY IMPROVEMENT

  • Ensure completion of the environmental rating scale on classrooms on an as needed basis.
  • Ensure the Continuous Quality Improvement Plan and the Action Plan are used as a working document towards continuous quality control.
  • Review and approve all Keystone STARS grant applications and other grant opportunities in coordination with Grant Manager.
  • Issue written warnings/reprimands to any staff not following Policies and Procedures.
  • Assist the Area Managers and Directors with program improvements to pursue and maintain NAEYC Accreditation and/or the Keystone STAR 4 designation. When instructed organize NAEYC Accreditation process including: planning and organizing monthly improvements, training employees on the online portfolio system utilized for NAEYC and monitoring NAEYC improvements.
  • Assist with the annual revision of the Strategic Plan, Business Plan, Personnel Policy and the Risk Management Plan.
  • Visit centers on a rotation and ensure ratios are maintained at all times as well as all other regulations.
  • Ensure a high quality ECE program is offered.

STAFF MANAGEMENT

  • Knowledge of information for human resource functions including but not limited to: Payroll, 401 K plan, health insurance, worker's compensation, unemployment claims, all insurances, etc.
  • Must have the ability to interview, hire, mentor, supervise, and evaluate staff and set goals for their professional development.
  • Oversee Area Manager and assist with second interviews for prospective job applicants if requested by director.
  • Oversee Area Managers and assist with approving terminations.
  • Oversee Area Managers and assist with approving all annual employee evaluations and write all director/department head employee evaluations.
  • Coordinates with sub agencies and or creates an internal substitute pool.
  • Coordinate Professional Development trainings within budget.
  • Train Area Managers and Directors on all Operational requirements.

FINANCIAL

  • Reviews and approves payroll, PTO Time, tracking new hires and bonus requirements.
  • Ensures center staff schedules are appropriate for the amount of enrollment by comparing and analyzing center payroll hours.
  • Works with Billing Administrator to ensure Area Managers and Directors are trained to collect correct tuition amounts and bill parents and ELRC appropriately.

EXPERIENCE, EDUCATION, & QUALIFICATIONS

  • Experience in Early Childhood Education or related field and 15 years of supervisory experience.
  • Preferred Masters in ECE
  • Director Core Credential
  • Ability to handle high volume and diverse workflow 
  • Excellent written, verbal, and analytical skills

CLEARANCE REQUIREMENTS

  • FBI - Criminal History Report
  • PATCH - Pennsylvania Police Department - Criminal Background Check (and/or applicable based on State of residency)
  • PA Child Abuse History Clearance
  • Physical & TB Test Results
  • NSOPW - National Sex Offender Clearance
