The Education Manager 0-3 works as part of the content area team of managers to integrate services for children and families and is responsible for oversight and direction of the planning, organizing, and implementation of education and early childhood development services for children ages 0-3. These services contribute to the increased social competence in children and the recognition and enhancement of parents as the primary educators of their children. The Education Manager facilitates the implementation of an early childhood education curriculum and provides educational resources for staff and parents, and ensures compliance with performance standards and recognized best practices in the field of early childhood education. KNOWLEDGE AND SKILLS: The Education Manager must have the ability to provide management and oversight for the child development/education component of the YMCA's Birth to Five Child Development Department, working to ensure a smooth transition for all children into/out of program services, particularly children with developmental delays/disabilities, children moving from year one to year two in the program, to other preschool placements in the community, and/or to kindergarten. The Education Manager must demonstrate the ability to work cooperatively with community agencies to ensure the provision of services for children and families enrolled in the program. The Education Manager 0-3 must have the ability to effectively provide supervision and professional development for the staff in the areas of early childhood education, development, and best practices. ESSENTIAL FUNCTIONS:
Plans, develops, implements, and maintains a system for administering and monitoring the provision of high quality early childhood education services for the Center for Young Children program. Works collaboratively with other members of the management team to ensure provision of quality services. Coordinates the local early intervention program (Part C) and/or local education agency (Part B) to ensure the provision of services for all children enrolled in the program. Coordinates with community partners to ensure a smooth transition for children into/out of the program, particularly children with developmental delays/disabilities, children moving from year one to year two in the program, to other preschool placements in the community, and/or to kindergarten. Works closely with Director to ensure adequate classroom supplies and equipment are available to staff. Supports other staff, parents, and consultants for identification, referrals, parent permission, and confidentiality of records, evaluation and individual program planning for children with special needs. Attends home visits, parent conferences, IEP/IFSP meetings when requested or as necessary. Responsible for tracking that all classroom staff have a professional development plan and works with the Director to develop a program-wide Training and Technical Assistance (T/TA) Plan to plan for staff training needs. Stays abreast of the Early Head Start/Head Start Program Performance Standards, Maryland State Department of Education Office of Child Care, and other applicable regulations and regularly updates program procedures to ensure program compliance. Supports classroom staff in a system for maintaining an inventory of classroom materials and supplies that is checked at least annually. Assists teaching staff in understanding and interpreting child observation data and establishing appropriate individual child goals based on knowledge of child development. Assists teaching staff in developing a system which offers parents opportunities for enhancing their skills as first educator of their children through the use of home learning activities, family nights, planning educational activities and providing opportunities to volunteer, attending trainings, etc. Serves as a resource person for parent training. Oversees the monitoring of all classroom and playground supplies and other equipment for condition and necessary repair to assure a safe and healthy learning environment. Provides strategies and puts into place strategies to support young English language learners and their families. Provides assistance with information for the collection of data for the submission of the Program Information Report (PIR). Serves as a CDA advisor as necessary for assessments and/or renewals. Develops, implements and maintains a system of continuous monitoring and evaluation of activities within the program. Monitors team filing, tracking, and documentation systems. Submits verbal and written reports on program activities and status as needed. Plans and implements pre-service and on-going in-service/professional development training plans for staff. Provides guidance and oversight to teaching staff through monitoring and in designing developmentally appropriate classroom environments. Follows state and federal regulations pertaining to child abuse and neglect, reporting; maintains strict confidentiality of all information, and coordinates with family and community partnership staff as appropriate. Observes regularly in classrooms according to procedures, coordinates and confers with other managers and consults appropriately as needed. Ensures that services to children with disabilities are in compliance with federal regulations and laws governing disabilities efforts as defined in IDEA and ADA. Ensures attendance of a staff member at the IEP/IFSP process. Establishes procedures for implementation of the disabilities portion of the program with parents and staff. Works closely with LEA staff and Part C Early Intervention Program in the assessment process and follow-up to assure that the special needs of each child with disabilities are met. Collaborates with LEA and special service providers to ensure integrated, coordinated provision of special services to include joint parent and staff training and Child Find activities. Initiates Community Partnership Agreements. Works closely with the Part C Early Intervention Program and LEA to recruit and enroll eligible children into the program. Provides technical support to teacher and other staff as needed. Assists in implementing intervention strategies within the classroom with the intent for teachers and other staff to be able to carry out strategies independently. Provides services to enrolled families with children with disabilities in cooperation with other agencies/providers. Oversees referral of parents and children to other agencies/providers. Models and exercises supervisory authority to support other employees in the execution of work duties in a manner consistent with YMCA standards for compliance with all applicable laws, rules, and regulations, including YMCA policies and procedures reflecting best practices. In addition, supervisors are expected to model exemplary standards of ethical behavior and exercise careful stewardship of program funds, and support those they supervise in adhering to those standards. QualificationsQUALIFICATIONS/REQUIREMENTS: This position must possess the educational background, technical skills and related work experience necessary to effectively perform the duties of this position: Education/Experience:
Baccalaureate degree from a four year college or university in early childhood education, child development, special education, psychology or other closely related field with coursework equivalent to a major in ECE is required. Experience and training in working with Mental Health agencies and those serving disabilities and low-income clients is desired. Experience and knowledge of family-strengths/family-center practice is preferred. Two years of related experience and two years of supervisory and management experience is required. Classroom Assessment Scoring System (CLASS) Observation for PreK certification required within six months of hire Experience teaching young children (0-5 years). Language Skills:
Ability to communicate ideas and instructions orally and in writing. Ability to speak, read and write English well enough to understand and be understood by others. Ability to write reports and business correspondence. Ability to read, analyze, and interpret disabilities journals. Ability to speak before groups of individuals. Some bilingual fluency helpful (English/Spanish). Mathematical Skills:
Ability to calculate figures and amounts such as discounts, percentages, and overtime. Ability to produce and interpret graphs, charts, spreadsheets, and other mathematical reports. Reasoning Ability:
Ability to know and implement the Head Start Program Performance Standards and policies. Ability to exercise professional judgment in evaluating before making decisions. Ability to establish and maintain effective working relationships with agency staff, children and parents, and outside agencies. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions. Ability to summarize conclusions and instructions, then make recommendations and develop implementation strategies. Ability to maintain strict confidentiality at all times, including the ability to recognize situations in which confidentiality is required. Computer Skills: This position will have intermediate to advanced knowledge of programs maintained and used by the organization, including but not limited to Microsoft Word, Excel, and Outlook. WORK ENVIRONMENT AND PHYSICAL DEMANDS:
Work is generally performed in a classroom setting or an office environment, involving face-to-face communication. May occasionally need to provide gentle physical restraint to children. Must be available for a variety of evening and weekend meetings as well as social and community events. Some exposure to communicable diseases and bodily fluids. May be required to lift up to 50 pounds in weight. Ability to stand or sit while maintaining alertness for several hours at a time. Position may require bending, leaning, kneeling, and walking. Ability to speak concisely and effectively communicate. Noise level in work environment may be moderate to loud. Visual and auditory ability to respond to critical situations and physical ability to act swiftly in an emergency Travel by car, bus, airplane or train may also be required associated with attendance at conferences, meetings, and other duties carried out at distant locations in and out of state and in some cases where some overnight travel may be required. Evening and weekend work will be required.
