Job Summary
This position is located in the Office of the State Superintendent of Education, Division of Early Learning. The incumbent is assigned to the District of Columbia Early Intervention Program for Infants and Toddlers with Development Delays, which is federally funded under the Individuals with Disabilities Education Act (IDEA), Part C, P.L. 101-110, as amended. The program is responsible for implementation of a state-wide system of coordinated interdisciplinary, interagency programs to ensure the provision of appropriate early intervention services to infants and toddlers with delays or disabilities who meet the District of Columbia definition of developmental delay and their families. This is called the Part C System.
The D.C. Early Intervention Program (DC EIP) is responsible for the implementation of the sixteen components of IDEA, Part C. This program is responsible for ensuring that identification and service delivery occur within the specific time lines mandated in the Federal legislation. In addition, the Program is responsible for the following activities: collection of demographic data; comprehensive assessment of services and available resources, coordination of service programs within the public and private sectors, promotion of public awareness regarding the program; development of state-level policies and procedures designed to enhance the capacity of families to meet their infants and toddlers with delays or disabilities; funding direct services and demonstration projects for eligible Part C children and their families; responding to Federal reporting requirements, such as preparation of the state application, annual reports and data collection reports.
Duties and Responsibilities
The incumbent will be responsible for providing service coordination to families and will serve as the primary contact for families in the Part C system. The incumbent will adhere to federal timelines regarding timely assessment and evaluation, delivery of services, and Part B transition. Facilitate and participate in the development of the Individualized Family Service Plan (IFSP) ensuring that the family understands their rights and that the IFSP accurately reflects the child and family's needs. Conduct individual and family assessments using the Routines Based Interview methodology. Responsible for the update of all IFSP's as well as ensuring its contents meet federal requirements. Coordinate, facilitate, and monitor the delivery of services to ensure that services are timely and according to the IFSP. Build the capacity of families to find and participate in community services and resources and serve as liaison between the program and the family. Provide information to families of infants and toddlers on future placements and other matters related to the child's transition. Timely and accurate maintenance of the electronic early intervention record of each assigned child including the receipt and digital filing of documents and correspondence notes.
The incumbent will also be responsible for documenting all activities with family and other team members according to the program's documentation requirements. Providing continuous review of child's progress toward established outcomes through regular review of progress through discussion with the team involved, written summaries, and direct on-site observations of child and family. Provides a required 6-month review of the IFSP. Identify, coordinate, and utilize community resources when making referrals and linkages for services outside of early intervention. Investigate and document complaints or unusual incidents filed by families or service providers, identify appropriate corrective actions and follow-up as needed. Attend and participate in training programs designed to enhance performance and to keep abreast early intervention and early childhood development trends. Continuously seek the services and supports needed to encourage the family's participation in meeting the goals of the child's IFSP. Maintains telephone or face to face contacts with each family at least monthly to ensure children are receiving services according to the IFSP, to assist families in addressing issues concerning their child and their satisfaction with their assigned service provider(s).
Qualifications and Education
Degree: Behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
At least two years of relevant experience working with Early Intervention, families, infants and toddlers or children with special needs and familiarity with early intervention resources available within the DC area is highly desired.
Bachelor's degree preferred.

Working Conditions/Environment
Work is performed partially in an office environment and partially in each child's home and/or natural learning environment. The employee is required to work in all areas of the city, some of which are known to be high crime areas.
