Job Description:

Loudoun Water has an immediate opening for a technical lead to support the Asset Management Department. The Asset Management Department enables data-based decision making across the organization by assessing asset risk and useful life, facilitating maintenance programs, developing repair and replacement programs, project planning, business case development, and financial forecasting.

The Easement Contract Specialist will support the Asset Management Team by managing the acquisition, negotiation, and protection of Loudoun Waters easements and real property. Currently, Loudoun Water owns and maintains over 1,400 miles of watermain, 1,100 miles of gravity sewer, twenty-two sewer pump stations, and eight water tanks of which all are either in easements or on Loudoun Water owned property.

Essential functions include:

Administering the easement request program on Loudoun Water property.

Providing internal support for encroachments on Loudoun Water easements.

Serving as the Loudoun Water contact to other utility companies where overlaps are foreseen or currently exist on assigned projects.

Administering the cell tower antenna lease program.

Serving as an internal technical resource to other departments regarding contracts, license agreements, lease agreements, and deeds.

The ideal candidate will be an organized team player with project management experience, experience in legal document review, experience in construction plan review, experience in negotiation, and have excellent communication skills. Experience with the Microsoft Suite of products and GIS is required. We offer highly competitive salaries, a stable work environment, and excellent employee benefits.

Requirements: A bachelors degree in engineering, law, or related field with at least five years of industry experience. Education requirements may be substituted for equivalent work experience. A background in the utility field is desired. Relevant experience in legal document review is desirable.
