Read further to learn how you could help make great things possible not only in your community, but around the world.The East Region Coastal Cross Sector Leader (Coastal Leader) will lead the development of and support the implementation of a strategic growth plan to grow coastal resilience services across all business groups in targeted areas within the East Region. The growth plan will be developed in collaboration with regional and area business group leadership (all BG's), operational leadership and client managers. In this role, the Coastal Leader will report to the area WBG business manager and will work in close collaboration with Director of Coastal Cross Sector and subject matter experts, as needed. They will serve as the point of contact (POC) for coastal needs in the region, establish routine communication with regional leadership and other stakeholders, provide staff mentoring and development and support quality assurance activities on coastal projects and serve as a reviewer for projects requiring MOA review.
Business Development Responsibilities - The Coastal Leader will provide technical leadership and input into strategies needed to win and secure contracts and expand coastal business. Business development efforts will extend across market sectors and business classes in Transportation, Resources, Water, and Federal Business Groups, and possibly into other regions. Key to success in this role is the collaborative partnership with Regional/Area client development programs and teams, Strategic Pursuits programs, and Regional/Area marketing managers, pursuit leaders and needed subject matter experts. Specific business development activities include:
- Develop relationships with senior leadership in key client organizations and serve as the Client Manager for selected key clients within the East Region and be active and visible in the industry.
- Lead or provide direct support for selected pursuits through client relationship development and/or through development of strategy, technical differentiation, and participation in related pursuit activities.
- Lead the development of a conference/industry engagement plan and actively participate in industry associations, ideally in leadership roles and serve as a company role-model in business and community organizations.
- Identify key investments (hires, acquisitions and technology) that will maintain or drive HDR into an industry leadership position.
- Maintain awareness of Area marketing capabilities and support growth in coastal resilience bookings across business groups.
- Develop relationships with industry counterparts in other consulting and related organizations.
Staff Development Responsibilities - The Coastal Leader will seek opportunities to enhance our performance and provide opportunities for staff growth and development.As a project manager (or working with PM's), strategically align staff and projects to develop and deepen skills, while mentoring and growing staff capabilities and talent. Lead and/or assist with the identification and recruitment of prospective future coastal employees. Specific duties related to staff development responsibilities include:
- Provide input and support for worksharing across the coastal services team working in multiple business groups, regions and areas to manage workload across the coastal services team, identify staffing/services gaps, provide strategic staffing opportunities and build the case for additional workload driven hires.
- Work with the respective market sector, business class and practice group leadership to drive technical excellence and coordinate technical staff to promote quality delivery and our Drive to Zero initiative.
- Lead the Region in identifying needs and opportunities for new technical services and products to support growth in the breadth, depth, and effectiveness of the coastal resiliency program.
- Coordinate staffing/recruiting plans for key hires and to assist local leadership as necessary with local hires. Identify resource gaps and support talent management and recruiting.
- Increase levels of awareness regarding coastal resiliency services, qualifications, differentiators and serve as a subject matter expert and mentor in the region
Support to Key Project/Program Delivery - The Coastal Lead will assist Region and Area Business Group leadership in key project delivery within the region. Key responsibilities consist of helping to drive client management, acting as Principal in Charge on key project delivery, and supporting the QA/QC program to provide for successful project delivery. Facilitate cooperation and eliminate hurdles and barriers to success.Work with a business group leadership to implement process improvements and leverage work sharing to meet or exceed planned goals. Specific duties related to supporting project delivery include:
- Be aware of staff workload and facilitate work sharing within the cross sector and elsewhere as needed; promote effective use of company resources and assist in applying key staff/expertise to projects.
- Assist with contract review on key projects to help ensure risk management, proper staffing, quality reviews and resolution of claims.
- Provide Matrix of Authority (MOA) reviews for opportunities in the Coastal Zone, foster understanding of the application of the Sea Level Rise Guidance and the Coastal Zone policy.
- Actively engage in the PARR process and promote Quality Assurance/Quality Control; work with business class and regional leadership to assist the local programs with key technical expertise to support marketing and project activities.
- Facilitate development and dissemination of lessons learned , Best Practices, and other key delivery guidance/tools.
- Take on Project Management and Principal in Charge assignments that leverage this leadership role by driving client satisfaction, staff development, technical excellence and mentoring opportunities.
Preferred Qualifications- Minimum 15 years of experience in coastal resilience planning, engineering, design, client development, and project management
- Minimum of a bachelor's degree in an accredited civil or environmental engineering program, coastal, urban or ecosystem/environmental science or planning
- Maintain a professional engineering registration, or relevant designation, in one or more of the States within the East region
- Experienced in development and management of strategic positioning and technical differentiation for planning and/or engineering services
- Experienced in development and management of a wide range of client relationships and specific program and/or project pursuits
- Experienced in overall staff development to include recruiting, career path development, and professional growth
- Experienced with industry associations and maintains an active and visible profile in the market sector
- Master's degree
- PMP certification
- Local candidates are preferred

QualificationsRequired Qualifications - Bachelor's degree in Engineering
- 15 years related experience
- A minimum 7 years project management experience
- Professional Engineer (PE) license
- MS Office and MS Project experience is required (Access experience would be plus)
- Demonstrated leadership, business development and strategic planning skills
