The Economic Development Manager is responsible for various workforce services and business development activities supporting talent development for local industry needs, specifically designing, implementing, and managing programs and strategies that attract, retain, and develop the talent pool in Pinellas County for target industry employers. This position will create and implement policies, procedures, and specific activities related to the development of a diverse workforce to support the growth and retention of talent. Individual duties for this position include researching, developing, and coordinating strategies to support collaborative county-wide workforce initiatives. The business development tasks include regular interaction with existing target industry employers, educational institutions, workforce providers, compiling and analyzing workforce data and trends. This position entails the exercise of extensive initiative and independent judgement. Incumbents should be mission-driven with demonstrated passion for the organization's overall mission and vision and be capable of operating effectively in a dynamic, fast-paced environment. What Will You Do?
- Conduct target industry business research to identify skills gaps and training needs and share findings with training providers and stakeholders.
- Coordinate with economic development departments countywide to conduct industry roundtables and manage stakeholder engagements related to workforce concerns and relevant business services.
- Develop, implement, and manage a targeted industry workforce development incentive program; track and analyze program performance metrics and outcomes, prepare reports and presentations; and manage program budget.
- Serve as the primary departmental point of contact for the County's municipal partners and other community stakeholders on issues related to labor force, employee retention and community stabilization.
- Collaborate with various stakeholders to address workforce needs, such as, educational institutions, training providers, municipal partners.
- Serve as liaison to new and existing businesses, which includes frequent visits and face-to-face interaction. Serve as point of contact for state and local training grants,; regional workforce agency, and business service programs.
- Analyze workforce trends and adapt strategies to address emerging needs.
- Assist with designing and implementing marketing and outreach efforts promoting workforce services, materials to ensure public exposure to workforce and economic development program offerings for industry and job seekers.
What Do You Need To Have? - Bachelor's degree in Economics, Business Administration, Human Resources, or a related field; and a minimum of 3 years of proven experience in workforce development, economic development, relationship management to include creating and administering workforce development programs and building collaborative partnerships.
