Salary: $24.15 - $31.39 Hourly Location : Beaufort Job Type: Full-Time Job Number: 202400276 Division: Community Services Department: Voter Registration & Elections Opening Date: 07/01/2024 Closing Date: Continuous FLSA: Non-Exempt Description The Voter Registration and Election Systems Specialist performs procedural based duties for Voter Registration and Elections. Responsibilities includes providing maintenance to office equipment; inventory control and asset management; providing customer services; processes voter registrations and filing forms of candidates; preparing forms; entering, sorting, and verifying data; maintaining polling location supplies; and performing related activities. Examples of Duties
  • Oversees ongoing physical and technical maintenance and upkeep of the voting system; monitors and documents voting equipment performance to detect errors, evaluate errors to determine root causes, identifies and implements correct solutions, and adjusts equipment as necessary to resume and maintain proper operations; retains and manages records regarding licenses, warranties, and service agreements for all equipment.
  • Performs general office work, in support of office staff as required. This includes but is not limited to receiving and processing walk-in, mail-in and state agency voter registration applications and changes; preparing reports and correspondence; entering and retrieving computer data; receiving and processing candidate filings; receiving and processing absentee ballot requests; assisting walk-in absentee voters with in-house voting and proper balloting; and accepting and determining the validity of petitions.
  • Maintains and manages inventory control and asset management for the voting system. This is to include, but is not limited to: creating, implementing, and providing ongoing security for the protection and integrity of the voting system while adapting to current cybersecurity threats and requirements; utilizing inventory control software; developing, implementing, and maintaining chain of custody procedures; and, tracking the secure deployment, delivery, and return of all voting system components.
  • Monitors and maintains the inventory system of warehouse supplies for all polling location materials, supplies, and components, and accounts for the accurate and secure return following each election.
  • Assists the Deputy Director with supply orders ensuring proper inventory; compiles and prepares orders for election materials and supplies for polling locations.
  • Administers and supervises pre- and post- election certification audits, to include risk limiting audits; ensures quality control measures are adhered to and met and providing for accurate vote counts.
  • Manages and oversees all facets of the county's voting system, ensuring compliance with all applicable policies, procedures, laws, regulations, and standards.
  • Performs all activities and tasks related to voting and election system technologies and processes. This includes but is not limited to building election databases; utilizing voting system software; formatting, preparing, and processing all digital media; preparing ballot marking devices and scanners for deployment to polls; receiving and processing polling location results and generating necessary reports; uploading election results using Election Night Reporting software; and preparing, updating, and maintaining Electronic Poll Books.
  • Performs extensive testing on databases and voting system components to safeguard accuracy of all elections; assists Deputy Director in proofing election databases to confirm correct precincts, polling locations, and appropriate ballot combinations are contained; proofs ballots to ensure correct content, layout, and spelling.
  • Assists the Deputy Director with the Field Technician (rover) program; troubleshoots, resolves, monitors and documents voting system issues on Election Day; develops preelection routes and zones for technicians; assembles supplies, documents, and radios for technician support; conducts training classes.
  • Performs other related duties of a similar nature or level.
Typical QualificationsEducation and Experience:
  • Requires a high school diploma or equivalent.
  • Four (4) years of related work experience.
