Salary: $9,696.00 MonthlyLocation : 1103 South Frio San Antonio, TXJob Type: Full-time RegularJob Number: 2024-01568Department: ElectionsOpening Date: 11/26/2024Closing Date: ContinuousSummary This position is appointed by the Bexar County Election Commission in accordance with the Texas Election Code, and is responsible for controlling and managing the successful completion of Federal, State, contract, and local elections conducted by Bexar County; manages the development and implementation of methods and procedures for all Bexar County voter registration records; develops, presents and promotes election and voter registration education for the citizens of Bexar County; makes recommendations for election judge/voter registration lists and voting precinct boundaries; conducts the tabulation function for Bexar County elections; monitors laws impacting the entire election process to ensure legal compliance in matters under the jurisdiction of the Elections Administrator; answers questions and makes official statements; negotiates and enters into contracts for election services; prepares and submits various reports as requested; and performs related duties as required. Duties and Responsibilities
- Complies with all requirements set forth in the Texas Election Code
- Controls and manages the successful completion of Federal, State, contract, and local elections conducted by Bexar County according to the Texas Election Code, which involves holding elections, preparing/printing ballots, preparing/furnishing election equipment and supplies, conducting voting; canvassing election returns, maintaining custody of voted ballots and other election records and filing instruments under Title 15 (Political Disclosure Act)
- Maintains accountability as the Registrar of Voters for Bexar County to include managing the development and implementation of methods and procedures to ensure the provision of current and accurate voter registration records for all elections
- Develops, presents and promotes election and voter registration education for the citizens of Bexar County
- Conducts the tabulation function for Bexar County elections and is responsible for the care, maintenance, operation and storage of election tabulation equipment
- Advises the Election Commission of any matters that would significantly impact on the election process and makes regular reports to the Commission within 60 days after each election
- Oversees certification and recertification instruction for election judges in cooperation with Bexar County political party representatives
- Reviews and makes recommendations to Commissioners Court for voter registration lists, election judge lists and voting precinct boundaries which may involve joint recommendations with Bexar County political party representatives

Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor's Degree in Government, Political Science, Public Administration, Business Administration, or related field, and seven (7) years management or supervisory experience, including three (3) years supervisory experience in a related field; or an equivalent combination of education and experience
- Comprehensive knowledge of the Texas Election Code and Political Disclosure Act; considerable knowledge of election procedures; considerable knowledge of local, State and Federal government operations; good knowledge of budget preparation and administration
- Skill in managing multiple projects simultaneously; skill in supervising administrative staff; skill in organizing and reporting data; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy
- Ability to maintain effective working relationships with subordinates, co-workers, Department Heads, Elected/Appointed Officials, other government agencies, outside organizations, service providers, the news media and the public
- Upon employment as the Bexar County Elections Administrator, the incumbent must have and retain the following special requirements in accordance with the Texas Election Code: Must be a qualified Texas Voter. Restrictions exist on the ability to be a candidate for or hold a public office. Special rules apply to political contributions
- Must post bond
- Must reside in Bexar County
- Must have valid Texas drivers' license
- Must secure and maintain a favorable background check
- Required to work overtime during election preparations
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- May be required to work more than 40 hours during the workweek
