Salary: $32.54 - $47.22 HourlyLocation : Leesburg, FLJob Type: Full TimeDepartment: ElectricDivision: ELECTRIC DISTRIBUTIONOpening Date: 12/17/2024FLSA: Non-ExemptBargaining Unit: N/ANature of Work The purpose of the class is to monitor electric services, coordinate and dispatch field personnel, neighboring utilities and contractors to safely resolve customer and system problems. The class is responsible for monitoring and controlling the electric Supervisory Control and Data Acquisition Systems (SCADA), and reacts and implements strategies to mitigate potential system operating and loading problems, diagnosing problems, dispatching work crews, coordinating restoration efforts, and maintaining logs and reports. Initiates work orders for system repairs, engineering evaluation, tree trimming, and others as required. The class works scheduled shifts in normal and adverse conditions within a general outline of work to be performed; develops and prioritizes work methods under general supervision. The class is also responsible for receiving after hours' gas service calls and dispatching appropriate personnel. Essential Job Functions
  • Identify appropriate sources of information required to monitor, operate, and restore electric and gas services; by navigating, interpreting, and communicating proper information found in one line diagrams, schematics, and other system and customer related documents in an electronic or hard copy format.
  • Monitor and evaluate the electric SCADA systems on a continuous basis, anticipating potential operating and loading problems, and implement strategies to mitigate and/or react to the adverse system conditions.
  • Operate the electric SCADA systems in a safe, efficient, and reliable manner under normal and emergency conditions in accordance with operating procedures.
  • Communicate with internal and external customers on a continuous basis using phones (land line/ or cellular), radio systems, computer systems, and other designated means of communications.
  • Dispatches, directs and coordinates electric and gas restoration efforts to customers, minimizing the scope of any system upset or service interruption, and limiting potential damage to either utilities equipment and/or customer equipment.
  • Perform routine dispatch, crew, and personnel tracking/recording functions, for the electric and gas personnel, contractors/vendors, public agencies, and neighboring utilities.
  • Monitor weather conditions and implement corrective action to the electric and gas systems.
  • Coordinate daily work efforts such as switching and tagging, issuing work orders, scheduling work crews, coordinate neighboring utilities/contractors work, responds to complaints, and other related activities.
  • Generate daily operational reports and logs such as outages, gas leak resolution, load schedules, max-min, history, reliability, billing, truck, operator checks, shift info, and others as required.
  • Performs security checks and Monitors and responds to the security system.
  • Perform routine office tasks, such as typing, filing, faxing, phoning, copying, maintaining office and work area.
  • Attends in-house training, technical and professional classes, seminars, and conferences to improve technical and professional skills.
  • Maintain compliance with City of Leesburg policies and procedures.
  • Performs work within established standard operating procedures, guidelines and regulations, exercising independent judgment and initiative to solve problems.
Minimum Requirements Requires a high school diploma or GED. Requires two (2) years of experience in the electrical industry. Experience in electric distribution, transmission, or generation related fields will be preferred. This position requires proficiency with the use of Word, Outlook, and Excel. The holder of this position will be trained in the use of ESRI suite of products including ARCFM, Responder. Familiarity with Microsoft Access, One Note, and PowerPoint are preferred.Shift work experience is highly preferred. Ability and willingness to work a shift schedule and extra and irregular hours as required, including holidays. Must be available for call to duty at any time pertaining to system emergencies.   • Handles or uses machines, tools, and equipment that require moderate to in-depth instruction and experience such as computers and software programs, and specialized electric monitoring applications for Supervisory Control and Data Acquisition (SCADA).
  • Competent to use mathematics involving the practical application of fractions, percentages, ratios, measurements, and algebraic solutions.
  • Read technical instructions, procedure manuals, and charts to solve practical problems; composes routine reports, forms, and business letters. Must have reading and comprehension skills to effectively interpret switching requests, engineering drawings, and schematics, to develop switching schemes.
  • Ability to speak clearly and concisely using compound sentences using normal grammar and word form, and follow complex oral and written instructions under normal and stressful conditions.
  • Performs specialized technical and entry level professional work, requiring general understanding of operating policies and procedures and their application to problems not previously encountered; applies technical and professional principles and practices in the resolution of problems; requires normal attention with periods of intense concentration for accurate results and exposure to unusual pressure while multitasking.
  • The operator must be able to make critical decisions affecting the individual, coworkers, customers, and others that depend on safe and reliable operation and restoration of the electric & gas system, under normal and stressful conditions.
Health Insurance: Health Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is BCBS of Florida. Dental Insurance: Dental Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is United Health Care. Vision Insurance: Vision Insurance is effective after 90 days of employment. Provider is United Health Care. Employee Wellness Center: Free to employees, dependents, and retirees who are enrolled in the City's health insurance. The EWC provides free onsite Health Risk Assessments, doctor appointments, basic lab work, and some generic prescriptions. Retirement: A (401A) non-contributory defined contribution pension is provided for general employees. The City contributes 5%.Certified Police employees join the Chapter 185 Plan which requires employees contribute a predetermined percent into the plan. Certified Fire employees participate in a plan which exceeds the requirements of Chapter 175 and which requires employees contribute a predetermined percent into the plan. All employees may elect to tax defer an amount allowed by the IRS to a 457 deferred compensation account Life Insurance: $50,000.00 policy - 50% at age 70 for general employees, police and fire - 100% premium paid.Bereavement Leave: 24 hours of leave with pay.Holidays: 11 paid holidays. PTO Sell Back program: Employees are eligible to sell PTO time back to the City, a maximum of 2 times per fiscal year for a total of 160 hours. Employees can only sell back as much PTO time as they have actually used in the previous 12 months. Employees covered by a CBA may sell time a maximum established by their written bargaining agreement. Computer Purchase: The City will finance the employee's purchase of an approved computer system up to $1,000.00. Total of loan divided by 39 payroll deductions. Fitness Programs: The City will pay 50% payment of the monthly fee for the employee and spouse for one fitness center each. Participating centers are: Not the Norm Crossfit, Planet Fitness, Anytime Fitness, and Infinity Fitness.
