Job Type Full-time Description Position: Electrical Inspector Department: Development Services - Code Enforcement Division Employment Status: Permanent - Full Time - Non-Exempt Schedule: Monday-Thursday 7:00 a.m. to 5:30 p.m. This position may be on call outside of core business hours. Compensation: Grade 8; Salary starting at $23.06/hour Position Summary Works under the supervision of the Chief Building Official. Responsible for establishing priorities and work schedules. Employee inspects and certifies wiring and cables for safety and National Electrical Code (NEC) standards compliance; inspects principal electric service entrance for code compliance; inspects all re-wiring and proper repair of faulty wiring; coordinates inspections with the electric company, Housing Inspector, and Fire Department; approves and authorizes electrical service hookup; performs miscellaneous inspections of sidewalks, streets, safety measures at razed building and construction sites, and other inspections as needed; responds to citizen complaints; maintains reports and records of all inspections; answers inquiries concerning inspections procedures, building problems, code applications requirements; provides assistance and performs various duties in the absence of regular personnel; stays up to date on changes and developments affecting various codes and other developments which aid in daily operations.ESSENTIAL DUTIES - KNOWLEDGE - SKILLS - ABILITIES • Approves electrical service and authorizes power company to connect electrical power supply to any building or other service within the city. • Inspects & certifies building sites including inspections of proposed construction sites, footers, foundations, framing, roofing, insulation, and wiring to ensure compliance with adopted codes, City codes, and applicable State and Federal rules and regulations, and inspect/sign off on Certificates of Occupancy. • Inspects switch and receptable box placement for proper size and installation, inspects wiring and cables for safety and compliance with NEC standards, and inspects the principal electric service entrance for code compliance on all new construction. • Inspects all re-wiring for adequacy and safety, ensures proper repair of any faulty wiring, and inspects the principal electric service entrance and all new or renovated extensions for code compliance. • Coordinates inspections and other activities with the electric company, Construction Inspector, Housing Inspector, and Fire Department. • Performs miscellaneous inspections including inspecting safety measures at razed building and construction sites; responding to citizen complaints involving construction, obstruction of vision at intersections, grass, brush, weeds, and other rubbish problems that need attention; checking fences to insure right of ways and property lines have been respected, etc. • Performs necessary paperwork to report and record inspections, makes inspection appointments, and answers inquiries concerning inspections, procedures, building problems, code applications and code requirements. • Review of construction plans and electrical plans for code compliance; communication with coworkers concerning coordinated inspection needs; determination of applicable codes when questions arise; signs building permits. • Stays up to date on changes and new developments which affect various codes. • Promotes an image of professional, courteous service as a representative of the City of Morgantown. • Serves as an expert witness in court. • Responds to emergency situations relating to the building codes including those outside of normal business hours. • Other duties as assigned. • Ability to prioritize and multitask • Ability to read electrical plans and work with electrical contractors and developers concerning all phases of electrical work. • Ability to work with minimal supervision. • Ability to hand dissatisfied customers in person, by telephone or email. • Ability to climb ladders and scaffolding. WORKING CONDITIONS & PHYSICAL REQUIREMENTS • Frequent exposure to physically demanding, unpleasant, strenuous, and/or hazardous elements. • Office and field environment. • Daily conditions include dirt, dust, noise, odors, fumes, and vibration while making construction site inspections. • Hazardous conditions encountered daily include elevated workplaces, mechanical hazards, electrical hazards, fire hazards, and those hazards associated with working on or around construction sites including dozers, high lifts and other operating machinery, saws, exposed electrical wiring and panels, and flammable materials. • Repeated bending, crouching, and stooping. • Performance of duties requiring employee to work from ladders, scaffolding, or other elevated workplaces. • Performance of activities requiring fine eye-hand coordination. USE OF TECHNOLOGY & EQUIPMENT • Position provides routine consultation and technology support for everyday computer programming and/or software requests/questions to others in the organization; is an applications super user; or uses specialized software such as GIS, SCADA or telecommunications software. • Computer, phone, fax, scanner/copier, printer and calculator. • Code manuals. • Test equipment, camera, and tape measures. • City issues vehicle. CONTACT & SUPERVISION • Position involves frequent internal and external contacts which require public relations skills in handling complaints. Contacts involve non-routine problems and require in-depth discussion and/or persuasion in order to resolve the problem. Handles more difficult contacts that are referred by front line employees. • This position is not responsible for the supervision of other employees. • This position works under the supervision of the Chief Building Official. Requirements MINIMUM REQUIREMENTS Education: • Extensive technical or specialized training such as that which would be acquired by an Associate's Degree or two years of technical or business school. Certification/License: • Current Master Electrician or Journeyman certification through the state of WV. • Valid Driver's License • ICC certification as a Residential Electrical Inspector within 6 months of date of hire. • ICC certification as a Commercial Inspector and Plans Examiner within 12 months of date of hire. Experience: • 4-6 years of experience in construction, electrical or related fields. PREFERRED QUALIFICATIONS • Supplemental courses in building trades and seminars or conferences concerning the National Electrical Code. • Master Electrician license • ICC Electrical Inspector certification • Current ICC IRC/IBC certification • Ten (10) years of experience as an Electrical Contractor or Inspector Salary Description $23.06/hour
