The historic Victorian Courthouse, built in 1886, sits magnificently atop a central square and draws attention from every direction. To the north lie County and City government buildings - to the south, quaint downtown shops, restaurants and businesses. Several fountains and small park areas are part of the downtown landscape. A thriving Highway 74 Corridor is where most major restaurants, hotels, and shopping are found. The City of Monroe is also home to the Charlotte-Monroe Executive Airport. The City of Monroe operates under a Council-Manager form of government. The City Council sets policies and enacts ordinances, which are carried out under the City Manager's direction. The City Council is comprised of an elected Mayor and six council members. GENERAL DEFINITION AND CONDITIONS OF WORKPerforms advanced skilled technical work maintaining and repairing specialized electrical, instrumentation, and mechanical equipment in a water or wastewater treatment plant and related facilities; does related work as required. Work is performed under the limited supervision of the Instrumentation and Maintenance Supervisor, or the Electrical and Instrumentation Equipment Specialist. Supervision may be exercised over subordinate staff in an assigned program area during the absence of the Maintenance Supervisor or Specialist. This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms-length, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, , atmospheric conditions, oils, and wearing a self-contained breathing apparatus. The worker may be exposed to high voltage electrical equipment, arc flash hazard, and blood borne pathogens, all which may require wearing specialized personal protective equipment.ESSENTIAL FUNCTIONS/TYPICAL TASKSMaintaining, repairing and installing electrical, instrumentation, and mechanical equipment of a water, wastewater treatment collections, and distribution facilities. Performs repairs on electrical equipment, instrumentation, pump motors, and related equipment used for water or wastewater treatment. Effectively maintains and updates equipment manuals, parts lists and numbers, warranty information, operating procedures, troubleshooting guides, and vendor contacts. Ability to work with Computerized Maintenance Management Systems (CMMS) and work orders. Uses hand, bench, and machine tools in the repair and maintenance of electrical, instrumentation, and mechanical equipment, pumps, motors, valves, and other system equipment. Performs preventative work orders with periodic inspections of equipment to ensure that equipment is functioning properly; adjusts, calibrates, repairs, and replaces parts as needed. Installs electrical breakers, fuses, starters, and controls, mounts conduits and wiring into power source; troubleshoots electrical problems. Recommends, orders, and maintains spare parts inventory. Enters requisitions and creates purchase orders. Works with electrical and instrumentation equipment; maintain compliance and knowledge of OSHA Lock-Out Tag-Out requirements. Schedules, interacts with, and serves as on-site inspector for maintenance and construction contractors. Works with Supervisory Control and Data Acquisition Systems (SCADA). Operates medium to heavy construction equipment. Maintains, repairs, and troubleshoots emergency generator equipment. Worker is subject to call back and could work extended time periods with or without notice. Performs related tasks as required.KNOWLEDGE, SKILLS AND ABILITIESThorough knowledge of standard practices, methods, tools, and materials of the electrical, instrumentation, and mechanical equipment repair, installation and troubleshooting; thorough knowledge of the operating characteristics and maintenance requirements of a water or wastewater treatment plant; thorough knowledge of hydraulic, chemical, and mechanical principals pertinent to water and wastewater treatment plant operations; Knowledge of the occupational hazards connected with electricity, blood borne pathogens, and ability to take and enforce appropriate safety precautions; ability to work from computerized work orders and/or detailed blueprints and schematics to understand and carry out oral and written instructions; skill in the use and care of bench and hand tools machines, and equipment for electrical, instrumentation, and mechanical, and repairs; ability to establish and maintain effective working relationships with associates. EDUCATION AND EXPERIENCE:Any combination of education and experience equivalent to graduation from high school and experience in electric, instrumentation, and mechanical equipment maintenance and repair, preferably in a water and/or wastewater treatment plant or large industrial facilitySPECIAL REQUIREMENTSPossession of an appropriate driver's license valid in the State of North Carolina and possession of Class B CDL license to operate assigned equipment.
