Job Description SummaryThe Emergency Management & Forensics Coordinator is responsible for planning, organizing, and executing emergency response and recovery efforts to ensure the safety and well-being of staff, the public, and assets during natural and man-made disasters, emergencies, or critical events, as well as providing support with network intrusion, advanced computer forensics, and mobile data recovery. This role involves the development of emergency response plans, coordination of training and exercises, and active participation in preparedness activities across various departments. They would also demonstrate the ability to recover or locate lost and deleted data, break passwords, gather and prepare reports for cases going to trial, and provide expert testimony for the prosecution to assist in the conviction of suspects. The Emergency Management & Forensics Coordinator will work closely with internal teams, external agencies, and local authorities to enhance organizational resilience and respond effectively.
Job DescriptionEssential Duties: Emergency Preparedness & Planning:- Develop, implement, and regularly update comprehensive emergency management plans, policies, and procedures.
- Conduct risk assessments to identify vulnerabilities and develop mitigation strategies.
- Ensure compliance with federal, state, and local emergency management regulations and standards.
- Coordinate the development and maintenance of business continuity and disaster recovery plans.
Training & Drills:- Organize and lead training sessions, drills, and exercises to prepare staff for emergency situations.
- Evaluate emergency drills, identify areas of improvement, and recommend corrective actions.
- Provide guidance and support in the development of emergency response training programs for staff at all levels.
Emergency Response Coordination:- Act as the primary point of contact during emergency events, ensuring timely communication with relevant stakeholders.
- Mobilize and coordinate emergency response teams during incidents, ensuring effective resource management and decision-making.
- Liaise with local, state, and federal agencies, first responders, and other organizations involved in emergency response efforts.
- Maintain and update emergency contact lists, evacuation procedures, and sheltering plans.
Communication & Reporting:- Develop and distribute emergency alerts, notices, and communications to staff, the public, and external stakeholders.
- Maintain accurate records of emergency events, response activities, and follow-up reports.
- Provide post-incident analysis and reports, recommending improvements for future emergency preparedness and response efforts.
Continuity of Operations:- Support the continuity of operations in the event of an emergency, ensuring that essential services and critical functions are maintained.
- Assist in resource allocation and recovery efforts following an emergency event, working with departments to restore normal operations as quickly as possible.
Collaboration & Partnerships:- Foster relationships with community organizations, local emergency management agencies, and external vendors to enhance collaboration during crises.
- Participate in local, state, and national emergency management forums, working groups, and networks to stay informed of best practices and emerging trends.
Forensics Expertise:- Provide forensics expertise by using scientific and technical knowledge to support legal processes, typically by examining evidence, conducting tests, or offering professional opinions to aid investigations and court proceedings
- Examine and document physical evidence from crime scenes.
- Test substances (e.g., blood, drugs, firearms, DNA) to establish facts about a case.
- Investigate electronic devices and systems to uncover data, communications, or other digital evidence.
- Provide professional opinions in court to help interpret evidence or clarify technical concepts for judges or juries.
Minimum Qualifications:- Bachelor's degree in Emergency Management, Public Administration, Safety Management, or a related field (or equivalent experience).
- Minimum of 5-7 years of experience in emergency management, public safety, or a related field.
- Minimum of 10 years, either current or previous, years of experience of Police and forensics work at Miami University.
Preferred Qualifications:- Certified Emergency Manager (CEM) or other emergency management certification is highly desirable.
- Network intrusion, advanced computer forensics, and mobile data recovery training
- Demonstrate understanding or training in these areas: Computer and cell phone forensics. Including FTK, Encase, Cellebrite UFED, GrayKey, and Internet Evidence Finder.
- Ability to work under pressure and make decisions in high-stress environments.
- Ability to work flexible hours, including nights and weekends, during emergencies.
Required Knowledge, Skills, and Abilities:- Strong knowledge of emergency management principles, practices, and regulations (e.g., NIMS, ICS).
- Experience in coordinating emergency response operations and managing crisis situations.
- Excellent communication, organizational, and leadership skills.
- Proficiency in Microsoft Office Suite and emergency management software.
- Ability to recover or locate lost and deleted data, break passwords, gather and prepare reports for cases going to trial, and provide expert testimony for the prosecution to assist in the conviction of suspects.
