ADVANCEMENT OPPORTUNITIES Manager, Maintenance Electrical/Electronics Division ChiefPOSITION SUMMARYThis position is responsible for the installation, operation, and maintenance of highly sophisticated instrumentation and remote data acquisition telemetry.ESSENTIAL DUTIES AND RESPONSIBILITIES1. Supervises a program of installation, repair, maintenance, and routine calibration schedules for instrumentation and controls utilized in the operation and monitoring of water/wastewater treatment and flow measurement, including telemetry. Responds to critical instrumentation failures when required.2. Develop and implement preventive maintenance schedules and calibration of instrumentation and devices, hazardous gas alarms, and various control electronic indicators, analyzers, and signal controllers.3. Provides technical assistance and guidance to subordinates by analyzing maintenance and repair problems and making corrective recommendations; develops and implements solutions for recurring problems in the electronic instrumentation and telemetry systems.4. Coordinates vendor services and repairs of instrumentation and controls equipment including modifications, upgrades, and control system improvements as needed. May schedule calibration and repair services when assisting other Authority projects in compliance with Centralized Service agreements as needed.5. Maintains data and information using computer software systems. Track issues and repair records. Evaluate trends as required.6. Establishes requirements for spare parts and electronic test equipment inventory. Responsible for drafting bid specifications.7. Directly provides work direction of multi-skilled instrumentation and control technicians including assigning duties, planning, coordinating, and/or providing training. Conducts performance evaluations; maintains effective work procedures and solves on-the-job problems as they occur; participates in the hiring process for staff; recommends selection of employees.8. Maintains and calibrates safety equipment, including confined space entry equipment, arc flash, and Personal Protective Equipment. Performs all duties while observing safety guidelines and security measures as established by the Authority.9. Employees assigned to this position are classified as essential personnel. Essential personnel are required to report to work when scheduled during departmental and/or emergency situations including, but not limited to, extended periods of inclement weather when travel may be difficult. This position is essential because in the absence of sufficient personnel, the plant cannot operate safely.WORK LEADERSHIP RESPONSIBILITIESRegularly leads the work of other employees.FINANCIAL RESPONSIBILITYMay order supplies, equipment parts, material, and equipment for departmental use. Generate and approve purchase requisitions for payment of invoices in a timely manner.QUALIFICATIONSEDUCATIONHigh school diploma or GED and sixty college credit hours preferred or equivalent technical education. Associates Degree in electronics or the completion of a two-year trade school preferred. Approved training courses in electronics preferred.EXPERIENCEFour years of related experience in the repair and maintenance of sophisticated electronic equipment. Must have one-year supervisory experience. Must have the ability to calculate mathematical equations.CERTIFICATES, LICENSES, REGISTRATIONSValid Texas driver's license. State of Texas Journeyman electrical license preferred. Current Class II Collection System if working in Collection System or Class C or Operator license(Class C Water Operator license for water plant) as issued by the Texas Commission for Environmental Quality or the ability to obtain one within two years from the date of hire.KNOWLEDGEMust possess excellent knowledge of A.C., D.C. analog and digital electronics and a reasonable understanding of industrial instrumentation process control. Must have the knowledge to support, operate, and maintain (including configuration and troubleshooting) multiple proprietary flow instrumentation telemetry software. Maintain a sufficient level of knowledge of operating systems and widely used application software to provide the appropriate levels of operation and support. Must possess excellent knowledge of the state and federal confined space entry regulations and the proper use and upkeep of pertinent safety equipment.SKILLS AND ABILITIESSupervisory ability required. Requires a high degree of mental attentiveness, patience, and persistence with a high degree of concentration, and good oral and written skills. Requires good recordkeeping and organizational skills.GUIDANCE RECEIVEDReceives periodic supervision and uses guidelines/range of procedures. Follows periodic direct instructions and guidelines, uses policies and procedures that require some interpretation. Problems that cannot be addressed through an existing guideline, policy, or procedure are referred to a supervisor or more senior position. Incumbent must exercise judgment about whether to escalate issues.PHYSICAL DEMANDSThis position requires passing a physical and physical ability assessment specific to this position.WORKING CONDITIONSWorking conditions include exposure to extreme weather, odor, noise, chemical hazards, gases and dust, standing for prolonged periods of time, walking up and down several flights of stairs, climbing and descending ladders, working with low/high voltage, working at heights, and working in tight or confined spaces.TOOLS AND EQUIPMENT USEDPrecision and exotic test equipment, diagnostic equipment including digital multimeters, oscilloscopes, and signal generators, analog and digital calibration equipment, office equipment, two-way radio, pickup truck, power tools, construction materials, and office equipment. Confined space entry equipment, Personal Protective Equipment, and electrically insulated hand tools.
